Available in PDF, EPUB and Kindle. Book excerpt: Educational reform is a big business in the United States. Parents, educators, and policymakers generally agree that something must be done to improve schools, but the consensus ends there. The myriad of reform documents and policy discussions that have appeared over the past decade have not helped to pinpoint exactly what should be done. The case for investment in education is an economic one: schooling improves the productivity and earnings of individuals and promotes stronger economic growth and better functioning of society. Recent trends in schooling have, however, lessened the value of society's investments as costs have risen dramatically while student performance has stayed flat or even fallen. The task is to improve performance while controlling costs. This book is the culmination of extensive discussions among a panel of economists led by Eric Hanushek. They conclude that economic considerations have been entirely absent from the development of educational policies and that economic reality is sorely needed in discussions of new policies. The book outlines an improvement plan that emphasizes changing incentives in schools and gathering information about effective approaches. Available research and analysis demonstrates that current central decisionmaking has worked poorly. Concentrating on inputs such as pupil-teacher ratios or teacher graduate degrees appears quite inferior to systems that directly reward performance. Nonetheless, since experience with such alternatives is very limited, a program of extensive evaluation appears to be in order. Attempts to institute radical change on the basis of currently available information involve substantial risks of failure. Many people today find proposals such as charter schools, expanded use of merit pay, or educational vouchers to be appealing. Yet there is little evidence of their effectiveness, and widespread adoption of these proposals is sure to run into substantial problems of im

Under UM, some decisions are not strictly made by the doctor and patient alone. Instead, they are now checked by a reviewer reporting to an employer or other paying party who asks whether or not the proposed type or location of care is medically necessary or appropriate. This book presents current findings about how UM is faring in practice and how it compares with other cost containment approaches, with recommendations for improving UM program administration and clinical protocols and for conducting further research.

Book excerpt: This book is much more interesting, and more important, than its technical-sounding title might suggest. It combines rigorous economic analysis with thoughtful conclusions as to the public purposes and organisational priorities of higher education. Paul Temple, Institute of Education, UK The book provides an interesting blend of conceptual, theoretical, methodological and empirical aspects on costs of higher education that are key to understanding how higher education institutions operate. The author examines in detail the complexities involved in the application of principles of firms to academic institutions, such as pricing, cost functions, product functions, quality, product differentiation, subsidies, competition, technology, risk bearing, etc. The examination of how charity market works, the economic forces that explain the demand for and supply of endowment funds is quite insightful. By emphasizing the public good nature of higher education, the social purpose it serves, the principle of equality in higher education, the principle of social contract, erosion of public trust, etc., while addressing a broad set of standard issues in economics of higher education relating to costs and quality of higher education, the book indeed forms a special reading on the subject. Jandhyala B.G. Tilak, Journal of Educational Planning and Administration Quality has never been more important for the future of higher education and the economy than it is today. Unfortunately, the decline in student quality is accompanied by costs that are out of control, a governance system that will not permit any reallocation of resources, and a society that expects higher education to address problems that are well beyond its core competencies. In this timely volume, Robert E. Martin presents a thorough treatment of the social contract between those who fund higher education and those who benefit from it. In-depth discussions include: the institution s role as steward of the higher education social contract the role of transaction costs, risk bearing, production technology, and asset ownership in determining the internal structure of the institution the market for academic charities price, quality, and advertising competition in higher education. Formal models of production and cost, optimal fundraising, the maximization of academic reputation, agency behavior, and the student's enrollment decision are also presented and analyzed. Cost Control, College Access, and Competition in Higher Education will be of great interest to higher education researchers and administrators, economists, and public policymakers.

Book excerpt: In recent years, tuberculosis (TB) has re-emerged as a serious public problem placing additional demands on public health agencies throughout the U.S. The changing epidemiology of TB in Minnesota has necessitated an examination of existing public health TB control activities to determine whether they are adequate to protect the public from this resurgent disease. This report presents information on the costs of TB control. Then, several areas where inadequate funding has impeded public health TB control efforts are identified, & funding mechanisms to address those needs are set forth.

Cost control invariably interacts with issues of quality and health care access. Thus, this diverse collection of papers is concerned not just with costs but more importantly with value. Both macro and micro concerns are covered. At the macro level, health care reforms (and especially the ’marketisation’ of health care systems) receive some attention. Papers explore how policy prescriptions get translated and modified during implementation, and assess how these prescriptions impact on both the incentive context and subsequent patterns of service delivery. Resource allocation within bureaucratic health systems continues to pose problems and these too are analysed with new solutions being proposed. At the micro level, a number of contributors wrestle with the difficulties of carrying out the economic evaluation of new drugs and technologies. In each case, the wider theoretical and practical implications of balancing costs and benefits are explored. This collection should prove helpful to health care policy specialists, managers and researchers interested in gaining a feel for the real-world application of cost-focused health services research.
