Book excerpt: Chapter 1 analyzes optimal policy when consumers of energy-using durables deviate from a neoclassical benchmark due to misperception of future energy costs and/or prosocial preferences. These two behavioral deviations can either offset or compound for any given individual, creating groups of observationally equivalent consumers. Whereas optimal policy depends crucially on the behavioral rationale underlying choices. We characterize optimal second-best policy in the simultaneous presence of myopia and prosociality. Our theoretical analysis and simulation results demonstrate that the occurrence of prosocial behavior in addition to myopia strengthens product subsidies while concurrently reducing energy taxes. The added dimension of heterogeneity interferes with policy targeting and may limit potential welfare gains from the second-best policy. Chapter 2 explores the interaction between financial purchase subsidies and charging infrastructure development in promoting electric vehicle (EV) adoption. Leveraging survey data from the Clean Vehicle Rebate Project (CVRP) and spatial information on charging stations, we find a significant positive impact of higher charging station density on self reported essentiality of CVRP rebates in EV acquisition decisions. The results exhibit substantial heterogeneity between low- and high-income individuals due to their divergent refueling necessities. Our findings reveal a mutually beneficial relationship between improving charging prevalence and providing purchase subsidies, advocating a hybrid policy formulation combining these two types of incentives to optimize the overall cost-effectiveness in accelerating EV adoption. Chapter 3 investigates the impacts of incorporating family size into increasing block pricing (IBP) of residential electricity on social equity and efficiency. We first identify heterogeneous electricity demand elasticity between small and large families using an instrumental variable approach. We then conduct a comparative analysis between the IBP with and without the family-size adjustment by assessing their redistributional outcomes and transfer-related costs compared to a break-even flat rate. Our analysis reveals that the family-size-based IBP can generate intended redistributional outcomes with limited efficiency costs, regardless of whether per capita or total income is prioritized for evaluating social equity. Conversely, the IBP without considering family size mistakenly collects money from households with the lowest per-capita income. These findings suggest incorporating family-size-based criteria into electricity pricing could be a promising way to efficiently improve social equity.

The success of such an energy transition will depend not only on the development of new energy technologies, but also on major changes in the patterns of individual energy-related decisions and behaviors resulting in substantial reductions in energy demand. Consequently, the behavioral sciences can make important contributions to the energy transition by increasing our understanding of the multiple factors and mechanisms that underlie individual as well as group-based decisions and behaviors in the energy domain and by creating a basis for systematic interventions that reduce energy usage. Many different types of relevant behaviors and decisions need to be considered in this context, including decisions to invest in energy-efficient household equipment, adjustments of energy-critical habits related to heating, eating, or mode of transportation, and participation in the political discourse related to questions of energy. An integration of the expertise of the different disciplines of the behavioral sciences is thus needed to comprehensively investigate the impact of the different drivers and barriers that may determine energy-related decisions and behaviors, including economic factors such as price level, social factors such as norms, communication patterns and social learning processes, and individual factors such as values, attitudes, beliefs, heuristics, affective biases and emotions. The potential impact of these factors on the success of the energy transition is considerable: for example, a recent projection of the energy demand in Switzerland until 2050 has estimated the reduction potential related to psychological and sociological factors between 0% and 30%, depending on which behavioral changes will be implemented in society. Increased research efforts from the behavioral sciences are required to ensure that the full reduction potential can be achieved. This Research Topic brings together contributions from different disciplines such as psychology, affective science, behavioral economics, economics, sociology, consumer behavior, business science, sociology, and political science, that improve our understanding of the many factors underlying decision-making and behavior in the energy domain, and contribute to the development of targeted interventions that aim at reducing energy demand based on these factors.

Energy efficiency helps to mitigate CO2 emissions and at the same time increases the security of energy supply. Energy efficiency is recognized as the cleanest, quickest and cheapest energy source. Not only this, but energy efficiency brings several additional benefits for society and end-users, such as lower energy costs, reduced local pollution, better outdoor and indoor air quality, etc. However, in some sectors, such as the residential sector, barriers to investments in energy efficiency remain. Legislation adopted in several jurisdictions (EU, Japan, USA, China, India, Australia, Brazil, etc.) helps in removing barriers and fosters investments in energy efficiency. These initiatives complement innovative financing schemes for energy efficiency, the provision of energy services by energy service companies and different types of information programs. At the same time, progress in appliance technologies and in solid state lighting offer high levels of efficiency. LED lighting is an example. As with previous conferences in this series, EEDAL’19 provided a unique forum to discuss and debate the latest developments in energy and environmental impact of households, including appliances, lighting, heating and cooling equipment, electronics, smart meters, consumer behavior, and policies and programs.
