Book excerpt: "The United States Code is the official codification of the general and permanent laws of the United States of America. The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. Grateful acknowledgment is made of the contributions by all who helped in this work, particularly the staffs of the Office of the Law Revision Counsel and the Government Printing Office"--Preface.

Available in PDF, EPUB and Kindle. Book excerpt: As recently as 1968, computer scientists were uncertain how best to interconnect even two computers. The notion that within a few decades the challenge would be how to interconnect millions of computers around the globe was too far-fetched to contemplate. Yet, by 1988, that is precisely what was happening. The products and devices developed in the intervening years—such as modems, multiplexers, local area networks, and routers—became the linchpins of the global digital society. How did such revolutionary innovation occur? This book tells the story of the entrepreneurs who were able to harness and join two factors: the energy of computer science researchers supported by governments and universities, and the tremendous commercial demand for Internetworking computers. The centerpiece of this history comes from unpublished interviews from the late 1980s with over 80 computing industry pioneers, including Paul Baran, J.C.R. Licklider, Vint Cerf, Robert Kahn, Larry Roberts, and Robert Metcalfe. These individuals give us unique insights into the creation of multi-billion dollar markets for computer-communications equipment, and they reveal how entrepreneurs struggled with failure, uncertainty, and the limits of knowledge.

Book excerpt: In a society where as much as 50 percent of the gross national product is spent on information transfer services, trends in communications policy and capabilities become extremely important and can have major consequences. During the past ten years, the Federal Communications Commission has made a major effort to promote competition and innovation in the telecommunications industry. But, in order that public interests be identified and adequately served, there must be a wider understanding of the industry and the issues. Robert Magnant takes full account of the multidisciplinary nature of the telecommunications field, and in this book presents an objective treatment of technological trends, policy issues, and market constraints. His study has been designed to provide intelligible, easily accessible information for the legislator, the business leader, the concerned citizen. It deals with the specific area of telecommunications, but in its complete coverage of a major domestic policy issue, it is at the same time an excellent case study to illuminate the intricacies and options in the formulation and operation both of general government and business policy and, more specifically, regulated market structures.

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1983. This book presents a description and critical analysis of the communication systems and policy at the time in the United States, United Kingdom, Canada, the Federal Republic of Germany, Sweden, Australia and New Zealand. It examines the technological and cultural forces shaping policy and communications development, and begins with a chapter presenting a review of the international context and of the conceptual frameworks suggested by scholars concerned with communication policy. Other chapters highlight the common trends among countries, and analyses the unique nature of policy and communications development in each country based on its cultural foundation. All the contributions reflect a common theme which relates to the two distinct sources from which a nation’s communication policy can be studied - official statements about goals and means, and observable results of communication decisions and practices.
