La ventana de oportunidad esperada por éstos se produce con la elección presidencial de 1999. El desarrollo del proceso también muestra un grupo de técnicos altamente competentes, con fluidas relaciones políticas y que perfilan los contenidos de la política pública, empoderados por un actor con vasto poder y personalmente comprometido con el tema, cuestión determinante en el curso que toma el proceso y el resultado a que arriba. Estos hallazgos son consistentes con los que arroja la investigación acerca de la modernización de la gestión pública y que se exponen en el primer libro de esta serie, lo que podría estar develando que habría un cierto modo de formular políticas públicas en Chile.

La evidencia recogida ha permitido establecer el modo en que se dio el proceso y el recorrido de los emprendimientos e iniciativas que dieron forma a esta política pública específica, como también identificar a los actores relevantes y los roles que jugaron, y las variables que influyeron en el curso que tomó esta política pública.
