The Staff's letter appears to be based on concerns with the Revised Study Plan identified in a letter filed by the National Marine Fisheries Service dated January 2, 2013. Alaska Energy Authority disagrees with this characterization and addresses each of the matters raised by Staff's December 31 letter in this document.
