Healthcare.gov technology issues were glaringly obvious but how do you catch the not so obvious: Problems that customers see which you know nothing about? High churn rates, unacceptable levels of poor client experience or below industry average profit margins may point to technology as the cause of or having a contributing role. An optimized pro-active command center can help improve your customers experience by fixing issues before they become visible to the customer and preventing poor code or untested applications from going into production, where they will do more harm than good.

This handbook is a combination of doctrinal and regulatory tasks that address Army standards, fundamentally focused on equipment movement and associated tasks from division to company level, to include installation tasks.Following 13 years of conflict, our Army is transitioning to an expeditionary force that is primarily based in the continental United States. Many of our Army's junior leaders, having become accustomed to rotationally deploying in support of Operation Iraqi Freedom/Operation New Dawn and Operation Enduring Freedom (Afghanistan), have limited experience in executing short-notice deployments. Deployments in the recent past have been characterized by units receiving equipment in theater rather than deploying all of their organic equipment from home station, as well as the robust use of contractors throughout the deployment and reception, staging, onward-movement, and integration process. In many cases, the fundamental skills required to execute short-notice deployments involving all of a unit's organic equipment have atrophied over the past years.

Book excerpt: During warfighter exercises, it had become apparent that division and corps commanders were challenged with mission command of forces in their support areas. The commander of United States Army Forces Command directed commanders to establish a support area command post (SACP) to improve mission command. The Army's new Field Manual (FM) 3-0, Operations (06 OCT 2017), incorporates this guidance by modifying the geographical organization of an area of operations. FM 3-0 scales down the size of the support area and adds a consolidation area. The consolidation area will be assigned to a maneuver brigade or division. This enables the maneuver enhancement brigade (MEB) to perform its traditional mission and focus efforts on operations in the support area. FM 3-0 formalizes the requirement for divisions and corps to establish a SACP (its doctrinal name, which is used throughout this handbook) to assist in controlling operations in the support and consolidation areas.

Available in PDF, EPUB and Kindle. Book excerpt: The Framework for a Public Health Emergency Operations Centre (PHEOC framework) document is intended to be used by practitioners of public health; health policy makers; and authorities and agencies responsible for managing emergencies, incidents, or events where the health of populations is at risk. This document provides high-level methodical guidance for designing, developing, and strengthening of public health emergency operations centers. This interim document outlines the key concepts and essential requirements for developing and managing a public health EOC (PHEOC). The overall approach is generic and based on widely acknowledged elements of all-hazards emergency management. It provides an outline for developing and managing a PHEOC to achieve a goal-oriented response to public health emergencies and unity of effort among response agencies. The document will be revised as necessary. Practical guidance on specific aspects of the PHEOC framework will be developed and published separately. A public health emergency is here defined as an occurrence, or imminent threat, of an illness or health condition that poses a substantial risk of a significant number of human fatalities, injuries or permanent or long-term disability. Public health emergencies can result from a wide range of hazards and complex emergencies. Experience has shown that timely implementation of an EOC provides an essential platform for the effective management of public health emergencies. Public health emergencies involve increased incidence of illness, injury and/or death and require special measures to address increased morbidity, mortality and interruption of essential health services. For such emergencies, a multi-agency, multi-jurisdictional response is often required, working with the national disaster management organization. When normal resources and capacities are exceeded, support from outside the affected areas will also be required. External assistance could include national, cross-border, regional or international resources.

Book excerpt: "The BIM Handbook is an extensively researched and meticulously written book, showing evidence of years of work rather than something that has been quickly put together in the course of a few months. It brings together most of the current information about BIM, its history, as well as its potential future in one convenient place, and can serve as a handy reference book on BIM for anyone who is involved in the design, construction, and operation of buildings and needs to know about the technologies that support it. The need for such a book is indisputable, and it is terrific that Chuck Eastman and his team were able to step up to the plate and make it happen. Thanks to their efforts, anyone in the AEC industry looking for a deeper understanding of BIM now knows exactly where to look for it." AECbytes book review, August 28, 2008 (www.aecbytes.com/review/2008/BIMHandbook.html) DISCOVER BIM: A BETTER WAY TO BUILD BETTER BUILDINGS Building Information Modeling (BIM) offers a novel approach to design, construction, and facility management in which a digital representation of the building process is used to facilitate the exchange and interoperability of information in digital format. BIM is beginning to change the way buildings look, the way they function, and the ways in which they are designed and built. The BIM Handbook, Second Edition provides an in-depth understanding of BIM technologies, the business and organizational issues associated with its implementation, and the profound advantages that effective use of BIM can provide to all members of a project team. Updates to this edition include: Completely updated material covering the current practice and technology in this fast-moving field Expanded coverage of lean construction and its use of BIM, with special focus on Integrated Project Delivery throughout the book New insight on the ways BIM facilitates sustainable building New information on interoperability schemas and collaboration tools Six new case studies Painting a colorful and thorough picture of the state of the art in building information modeling, the BIM Handbook, Second Edition guides readers to successful implementations, helping them to avoid needless frustration and costs and take full advantage of this paradigm-shifting approach to construct better buildings that consume fewer materials and require less time, labor, and capital resources.
