Book excerpt: In the five hundred years covered by this volume there was scarcely a year which passed without either war or some open demonstration of hostility between the many sovereign powers which governed Europe. States and peoples lived under the shadow of war, were ceaselessly prompted to consider the possibility of war, had to find ways of dealing with the consequences of war. This volume in the Origins of the Modern State in Europe series focuses on the crucial role of war in the formation of state systems. It starts from the assumption that interstate rivalries and conflicts were at the heart not only of the demarcation of territories, but also of the ever-growing need to mobilize resources for warfare. Institutionalization was consequently highly dependent on such competition. It was for military reasons, and with military aims, that the state secured control of time and space, both at sea and on land. The Origins of the Modern State in Europe series arises from an important international research programme sponsored by the European Science Foundation. The aim of the series, which comprises seven volumes, is to bring together specialists from different countries, who reinterpret from a comparative European perspective different aspects of the formation of the state over the long period from the beginning of the thirteenth to the end of the eighteenth century. One of the main achievements of the research programme has been to overcome the long-established historiographical tendency to regard states mainly from the viewpoint of their twentieth-century borders.

This book was released on 1981-12-03 with total page 312 pages. Available in PDF, EPUB and Kindle. Book excerpt: The book is a study of the police and criminal justice in eighteenth-century France, and of the crimes and disorders the authorities had to contain. It is concerned with two provinces - the Auvergne, in the mountainous centre, and the Guyenne, the hinterland of Bordeaux and is based on extensive archival research in administrative records, police reports and the transcripts of trials. Part one examines the means of repression available to the government: the national police force, the maréchaussée, and the police court of summary justice, the prévôté. It looks at the recruitment and discipline of policemen, their duties, methods of operating and efficiency; it also examines the treatment of beggars and vagabonds, the procedures of criminal justice, the evidence put before the judges and the punishments handed down. Part two studies the thefts, assaults, murders, riots and rebellions of the two provinces, particularly in the light of fashionable hypotheses about changing patterns of criminal behaviour.

Available in PDF, EPUB and Kindle. Book excerpt: Robert Schwartz examines the French government's attempts to suppress mendicity from the reign of Louis XIV to the Revolution. His study provides a rich account of the evolution of poverty, the varied and shifting attitudes toward the delinquent poor, and the government's efforts to control mendicity by strengthening the state's repressive machinery during the eighteenth century. As Schwartz demonstrates, popular conceptions of the mendicant poor in the ancient regime increasingly focused on the threat that they presented to the rest of society, thereby opening the way for the central state to augment its authority and enhance its credibility by acting as the agent protecting the majority of the populace from its threat to public security. Government efforts to control the activity of the "unworthy poor" -- those of sound mind and body who were seen to prefer idleness over productive work -- were most pronounced during two periods of repressive policing, one in the early eighteenth century and the other in the last two decades before the Revolution. From 1724 to 1733 beggars were interned in hopitaux, existing municipal institutions intended for the care of the "worthy poor," including orphans, the infirm, and the aged. But from 1768 until the outbreak of the Revolution, more stringent measures were taken. Sturdy beggars and vagrants were confined apart from the worthy poor on specially established, royal workhouses called depots de mendicite, and in the case of some repeat offenders, were sentenced to the galleys. This stepped-up level of policing arose not only from royal administrators' long-standing view of mendicity as criminal activity; it was also made possible because the propertied classes had likewise come to believe the mendicant poor were a danger rather than a nuisance. Economic and demographic conditions combined to swell the ranks of paupers and vagrants, especially in the 1760s and 1770s, and social tensions, along with calls for government action, multiplied in proportion to their numbers. As villagers came to call upon the improved royal police for help, a popular mental association of the state with public security began to take root. In arriving at these conclusions, Schwartz concentrates on law enforcement in a single area, Lower Normandy, but continually provides a perspective on local events by putting them in the context of national trends and realities. He tells the story of the poor in eighteenth-century France in sympathetic terms, giving a human face to poverty and to the men who policed its effects. Originally published in 1987. Book excerpt: The World of the Siege examines relations between the conduct and representations of early modern sieges. The volume offers case studies from various regions in Europe (England, France, the Low Countries, Germany, the Balkans) and throughout the world (the Chinese, Ottoman and Mughal Empires), from the 15th century into the 18th. The international contributors analyse how siege narratives were created and disseminated, and how early modern actors as well as later historians made sense of these violent events in both textual and visual artefacts. . The volume's chronological and geographical breadth provides insight into similarities and differences of siege warfare and military culture across several cultures, countries and centuries, as well as its impact on both combatants and observers.
