Book excerpt: The future security environment will be more complex as more regional powers emerge, each with its own expectation of independent decisionmaking. U. S. strategy, as presented in the National Military Strategy (1992) and other statements, addresses a continuing requirement to be ready for unilateral action. It also outlines the expectation that the United States will continue to lead in efforts supporting global peace and security using forward presence, crisis response, and multinational operations. After the Gulf War, some political-military analysts and national leaders saw ad hoc coalitions as the wave of the future. Others, seeing the difficulties of planning for an ad hoc operation, disagreed and instead supported a decrease in U. S. security involvement with other nations. World events subsequently showed the necessity of being prepared to work with allies not part of established regional security arrangements. Although not a first choice, the possibility of ad hoc coalition operations is now recognized as an option. This paper, originally published in 1994 by The Center for Advanced Concepts and Technology of the National Defense University, examines the many factors that influence command and control of coalition operations. The factors considered include the nature of a coalition itself, generally transitory. Previous coalition operations were created out of necessity. Such coalitions generally ended as soon as their immediate purpose was completed, although some evolved to become more structured or permanent alliances.

It then compares these lessons with current joint doctrine and notes that the emphasis today is on Unity of Effort and parallel command rather than Unity of Command. The Army faces the challenge to develop future systems capable of supporting the exchange of Command and Control (C2) information needed to support our operations and those of our allies. Sufficient knowledge exists in the Command, Control, Communications, Computers, and Intelligence (C4l) community to recognize the importance of coalition interoperability, but little detail exists to determine the actual information or knowledge transfer that needs. This paper will explore the needs of U.S. and coalition partners in the exchange of C2 information.

The unique command and control challenges confronting U.S military commanders during coalition operations can be categorized under four main headings: National Goals and Objectives, Culture and Language, Integration and Doctrine, and Technology and Information. Although recent joint U.S. military publications provide sources of basic guidance, they fail to present adequate analysis to enhance awareness and understanding of these unique command and control challenges. There are no 'text book' solutions which can be applied to meet all the unique command and control challenges. Commanders must depend on their awareness and understanding.

Currently, no common doctrine exists between potential coalition partners to guide the command and control process in this particular environment. As a consequence, coalitions are formed ad-hoc, which has potential consequences for the adequacy of the resulting command and control process and system, and commensurately, for the speed and impact a coalition may have in a target environment. The author examines current U.S. perceptions concerning command and control, intelligence, and communications, and the conceptual adjustments required for U.S. forces involved in the irregular environment. Challenges and lessons learned from recent OOTW are then discussed in order to identifiy, to the degree possible, specific impediments to optimum coalition command and control. Conclusions stress that a common and standardized approach is required to blend the political agendas, capabilities, and limitations of a diverse coalition into an efficient and effective entity. To accomplish this, the approach must include a methodical and iterative process which logically, chronologically, and holistically frames and links the problem at hand, the resources arrayed to address the problem, and the functions that compromise the problem solving process, in a manner appropriate to existing conditions at any particular time. The COordination, COoperation, and COnsensus (CO3) Loop presented in this thesis makes an initial effort at providing the common approach required.

Current political realities and the stretched state of our deployed military forces are likely to increase that focus during President Bush s second term and beyond. While working through alliances and coalitions for missions as diverse as peacekeeping or conventional war, Command and Control (C2) problems continue to severely limit multinational military effectiveness. Despite multiple post-Cold War military interventions shared by the U.S. and its European allies, a readily adaptable or in-place C2 structure remains elusive. This has led to the twofold problem of decreasing warfighting effectiveness and jeopardizing some or all of coalition objectives. However, a successful C2 structure is attainable through steadfast insistence on unity of effort, doctrinal advances, and assured multinational interoperability. Several recent examples of NATO or coalition Command and Control failures exemplify how this critical principle of war continues to be neglected at the expense of money, time, and lives. Current endeavors to strengthen the ability of NATO or coalitions to establish clear, functional command structures are investigated. Finally, some recommendations and simplified examples for how they might play out in potential scenarios serve to illustrate how multinational military operations can be improved.

Book excerpt: Most conflicts involving the US, especially during the 20th century, have been newly formed coalition affairs, and US operations with other nations are likely to be the norm in the future. Such coalition partners may well be very different from the US. With limited or no alliance arrangements between the US and many potential partners, the establishment of theater command and control among diverse nations becomes an important consideration in coalition operations. This study examines what further US doctrine is needed concerning the establishment of theater command and control (C2) in a coalition of nations. The answer is sought by examining why such doctrine is useful and by looking at historical US coalitions with major partners: the British In World War II, the Republic of Korea in the Korean War, and Saudi Arabia in Operation DESERT SHIELD/STORM. Each coalition pair is examined to determine the extent of similarities between them in terms of conflicting political, cultural and military problems and objectives of coalition partners; differing logistical capabilities; and differing armaments, training and doctrine of each armed force. The nature of the theater C2 structures used and the mechanisms for dealing with differences between partners in each coalition are investigated. Next, the study surveys current US coalition C2 doctrine, looking for useful guidelines to help future theater commanders establish C2 in specific situations. Coalition doctrine is lacking in useful detail, especially for other than combined C2 structures and resulting coordination and liaison challenges. History does, however, offer models of theater C2 structures that are potentially applicable for future situations.

Book excerpt: This study examines whether coalition command, control, communications, computer, and intelligence (C4I) systems interoperability is the next logical step for the US beyond joint interoperability. This study uses US experiences in the Korean War, DESERT SHIELD/STORM, Operation JOINT ENDEAVOR, plus past research to analyze and establish currents trends, patterns, and gaps in coalition interoperability. It is clear from previous operations and past research that the US, allies, and coalition partners have not mastered coalition C4I systems interoperability. In order to achieve coalition C4I systems interoperability, this study recommends a course of action (COA) to rely on common US C4I systems or adopt common technical standards to ensure coalition interoperability in the acquisition of C4I systems. Adopting this COA allows alliance and coalition partners to either purchase US C4I systems or design and procure C4I systems that will be interoperable based on common technical standards. Future operations will be multinational and coalition interoperability will be paramount to success. Training programs, combined exercises, military-to-military contacts, foreign military sales, coalition doctrine, modularity, the global grid, and Radiant Mercury (a tool for multilevel security) formulate conditions for success, thus making coalition interoperability the next logical step beyond joint interoperability when designing, procuring, and build US C4I systems.
