Climate change will pose additional risks to ongoing efforts to reduce poverty. This book examines the implications of climate change on food security in Bangladesh and identifies adaptation measures in the agriculture sector using a comprehensive integrated framework. First, the most recent science available is used to characterize current climate and hydrology and its potential changes. Second, country-specific survey and biophysical data is used to derive more realistic and accurate agricultural impact functions and simulations. A range of climate risks (i.e. warmer temperatures, higher carbon dioxide concentrations, changing characteristics of floods, droughts and potential sea level rise) is considered to gain a more complete picture of potential agriculture impacts. Third, while estimating changes in production is important, economic responses may to some degree buffer against the physical losses predicted, and an assessment is made of these. Food security is dependent not only on production, but also future food requirements, income levels and commodity prices. Finally, adaptation possibilities are identified for the sector. This book is the first to combine these multiple disciplines and analytical procedures to comprehensively address these impacts. The framework will serve as a useful guide to design policy intervention strategies and investments in adaptation measures.

The present study is a part of that process. In 1996, the Governments of USA and Bangladesh together decided to initiate a comprehensive study on climate change in Bangladesh. A unique consortium of public and non-governmental research organisations with support from the relevant administrative arms of the Government carried out the study over 1996 and 1997. The report has been accepted by the Government and several of its recommendations are in the process of implementation. Book excerpt: The IPCC (2007) warned that the Ganges Brahmaputra Meghna (GBM) basin will be at greatest risk due to increased flooding, and that the region’s poverty would reduce its adaptation capacity. This book investigates autonomous adaptation using a multi-method technique comprising PRA and a questionnaire survey applied in the case study area ‘Islampur’ Upazila in Bangladesh. The study has four key approaches. First, it reviews the flood literature for Bangladesh from 1980 to 2014. Second, it examines farmers' crop adaptation processes in a case study area at Islampur, Bangladesh. Third, it assesses the vulnerability and adaptation (V & A) in response to three extreme flood events (EFEs). Fourth, the book assesses the economic consequences of failure effects of autonomous crop adaptation in response to EFEs. The results show that Bangladeshi farmers are highly resilient to EFEs, but the economic consequences of failure effects of autonomous crop adaptation (FEACA) on marginal farmers are large. The book contributes to current knowledge by filling three important research gaps as follows, 1) farmers’ autonomous crop adaptation processes in response to various types of extreme floods; 2) methodological contribution for assessing vulnerability and adaptation through PRA; and 3) the economic consequences of the failure effects of autonomous crop adaptations. “This book provides a good account of ‘autonomous adaptation’ and its impact on fl ood vulnerable communities in Bangladesh. Second, in 1992 the United Nations Conference on Environment and Development (UNCED) inRio de Janeiro focussed the attention of the world's national governments, as well as organisations and individuals outside the governments, on the threat of global climate change. The Framework Convention on Climate Change (FCCC), signed by nations at UNCED, reflects both the concern about the effects of climate change and the urgent need for action to prevent or reduce its potential impacts, particularly with respect to the vulnerable developing countries of the world. Bangladesh ratified the FCCC on 15 April 1994. The countries that have signed and ratified the FCCC are obligated to report to the Conference of the Parties (CoP) to the Convention on a number of inter related issues.

In Threatening Dystopias, Kasia Paprocki investigates the politics of climate change adaptation throughout the South Asian nation. Drawing on ethnographic and archival fieldwork, she engages with developers, policy makers, scientists, farmers, and rural migrants to show how Bangladeshi and global elites ignore the history of landscape transformation and its attendant political conflicts. Paprocki looks at how groups craft economic narratives and strategies that redistribute power and resources away from peasant communities. Although these groups claim that increased production of export commodities will reframe the threat of climate change into an opportunity for economic development and growth, the reality is not so simple. For the country's rural poor, these promises ring hollow. As development dispossesses the poor from agrarian livelihoods, outmigration from peasant communities leads to precarious existences in urban centers. And a vision of development in which urbanization and export-led growth are both desirable and inevitable is not one the land and its people can sustain. Threatening Dystopias shows how a powerful rural movement, although hampered by an all-consuming climate emergency, is seeking climate justice in Bangladesh.
