Book excerpt: States implement clean energy-related economic development policy and programs with the goal of spurring innovation and manufacturing within their jurisdictions. The extent to which states invest in this policymaking depends on the political drivers and jurisdictional economic development priorities. This report documents the clean energy-related economic development policy landscape across the 50 states as models of strategies used in different contexts and with different jurisdictional goals. Findings indicate a wide range of strategies across the states, tailored to meet different goals, and all at a sufficiently early stage of implementation that while there are pockets of high impact, long term policies, holistic impacts of such state driven policies and programs for clean energy driven economic development are not yet clear. This report documents over 900 existing clean energy-related economic development laws, financial incentives (technology-agnostic and clean energy focused), and non-legislative policies such as agency-directed programs and initiatives across the states. States are actively implementing policies and programs to incentivize clean energy-related economic development, using different strategies. Some states target specific manufacturing opportunities and some are more generalized and opportunistic. Those states interested in promoting clean energy manufacturing in their jurisdictions may be interested in reviewing this landscape to determine how they compare to peers and make policy adjustments as necessary.

Book excerpt: Throughout rural America, especially in remote areas lacking scenic landscapes, hundreds of communities face the difficult challenge of adjusting economically and socially to dwindling populations. High school graduates leave for college, good-paying jobs, the military, or simply to see the world, and only a small number return. However, those who do return often bring spouses and young children back with them, along with education and skills gained elsewhere. This study reports on the factors that influence decisions to move back to rural areas and the impacts that return migrants make on home communities. Interviews at high school reunions show that limited rural employment opportunities are barriers for those considering a move back home. Those who do return find ways to secure employment, but are primarily motivated by family considerations. Return migrants use skills and experiences acquired elsewhere, and their commitment to their places of origin, to start businesses, fill professional positions, and take on leadership roles in ways that uniquely impact rural communities.
