As the People’s Liberation Army (PLA) is a Leninist party-army, it is commonly assumed that the relationship between the Chinese Communist Party (CCP) and the PLA is symbiotic and institutional boundaries based on a clear functional division of labor are absent between the two. This symbiosis suggests that the primary role of the PLA is in China’s domestic politics; it is to participate in intra-CCP leadership power struggle and in defending the CCP regime against popular rebellions from within Chinese society. By analyzing major changes in the functions of the PLA political commissar system, the extent of the PLA involvement in the power struggle of the CCP leadership, and the circulation of elites across civil-military institutional boundaries, this book offers a new theoretical explanation of civil-military relations in China. It also discusses the implications of the findings for China’s domestic politics and foreign policy.

What are the implications of this change for China's crisis management and its naval modernization? Why are these important? Addressing these questions is important for three major reasons. 1) First, because the People s Liberation Army (PLA) is a party army, it is commonly assumed that its pri- mary function is domestic politics that is, to participate in party leadership factional politics and to defend the Chinese Communist Party (CCP) against political opposition from Chinese society. For the past twenty years, however, the PLA has not been em- ployed by such party leaders as Jiang Zemin and Hu Jintao against political opposition from either the CCP or Chinese society. The PLA s ground force, which is manpower- intensive and therefore the most appropriate service for domestic politics, has been continuously downsized. Technology and capital-intensive services that are appropriate for force projection to the margins of China and beyond and for strategic deterrence but are inappropriate for domestic politics such as the PLA Navy (PLAN), the PLA Air Force (PLAAF), and the Second Artillery (the strategic missile force) have been more privileged in China s military modernization drive. This study, by examining change in Chinese civil-military relations, undertakes to resolve this analytical puzzle. 2) Second, China s civil-military interagency coordination in crisis management during the post-Deng era has remained an area of speculation, for lack of both information and careful analysis. By analyzing change in Chinese civil-military relations, this study aims to shed some light on this analytical puzzle as well. 3) Finally, the PLAN (PLA Navy) was previously marginalized within the PLA, partly because the lat- ter was largely preoccupied with domestic issues and politics, where the PLAN is not especially useful. By exploring change in Chinese civil-military relations, this study also attempts to explain why during the post-Deng era the PLAN has become more impor- tant in China s military policy. Students participating in Chinese studies classroom assignments may be interested in this volume for research. The Perils of Proximity evaluates the chances of armed conflict between China and Japan, presenting in stark relief the dangers it would pose and revealing the steps that could head off such a disastrous turn of events. Richard Bush focuses his on the problematic East China Sea region. Although Japan's military capabilities are more considerable than some in the West realize, its defense budget has remained basically flat in recent years. Meanwhile, Chinese military expenditures have grown by double digits annually. Moreover, that the emphasis of China's military modernization is on power projection—the ability of its air and naval forces to stretch their reach to the east, thus encroaching on its island neighbor. Tokyo regards the growth of Chinese power and its focus on the East China Sea with deep anxiety. How should they respond? The balance of power is changing, and Japan must account for that uncomfortable fact in crafting its strategy. It is incumbent on China, Japan, and the United States to take steps to reduce the odds of clash and conflict in the East China Sea, and veteran Asia analyst Bush presents recommendations to that end. The steps he suggests won't be easy, and effective political leadership will be absolutely critical. If implemented fully and correctly, however, they have the potential of reducing the perils of proximity in Asia.

Book excerpt: Since the establishment of the Red Army in 1927, China's military has responded to profound changes in Chinese society, particularly its domestic politics, shifting economy, and evolving threat perceptions. Recently tensions between China and Taiwan and other east Asian nations have aroused great interest in the extraordinary transformation and new capabilities of the Chinese army. In A History of the Modern Chinese Army, Xiaobing Li, a former member of the People's Liberation Army (PLA), provides a comprehensive examination of the PLA from the Cold War to the beginning of the twenty-first century that highlights the military's central function in modern Chinese society. In the 1940s, the Chinese army was in its infancy, and many soldiers were rural conscripts and volunteers who had received little formal schooling. The Chinese military rapidly increased its mobility and weapon strength, and the Korean War and Cold War offered intense combat experience that not only allowed soldiers to hone their fighting techniques but also helped China to develop military tactics tailored to the surrounding countries whose armies posed the most immediate threats. Yet even in the 1970s, the completion of a middle school education (nine years) was considered above-average, and only 4 percent of the 224 top Chinese generals had any college credit hours. However, in 1995 the high command began to institute massive reforms to transform the PLA from a labor-intensive force into a technology-intensive army. Continually seeking more urban conscripts and emphasizing higher education, the PLA Reserve Officer Training and Selection program recruited students from across the nation. These reservists would become commissioned officers upon graduation, and they majored in atomic physics, computer science, and electrical engineering. Grounding the text in previously unreleased official Chinese government and military records as well as the personal testimonies of more than two hundred PLA soldiers, Li charts the development of China's armed forces against the backdrop of Chinese society, cultural traditions, political history, and recent technological advancements.
