Book excerpt: For the Fiscal Year 2022 (FY 2022), the Citizens' Utility Ratepayer Board (CURB) has met or exceeded the metrics outlined in its Performance Based Budget (PBB) pertinent to CURB's mission to advocate for residential and small commercial utility ratepayers (Constituents) before the Kansas Corporation Commission (KCC) and the Kansas Legislature. ... These metrics show that CURB has intervened in all gas and electric utility rate cases filed by utilities during FY 2022. ... CURB has attached a comparison of Performance Based Budgeting Metrics for fiscal years 2020, 2021 and 2022.... This comparison shows that CURB has intervened and participated in all rate cases filed before the KCC in all pertinent fiscal years. CURB has saved ratepayers an average of $34.8 million during those three fiscal years. The comparison also shows that CURB has intervened and participated in an average of 98% of all other cases filed by gas and electric utilities before the KCC during fiscal years 2020-2022. Aside from specific rate savings emanating out of CURB's advocacy in particular cases, ratepayers enjoyed average savings over the three fiscal years in excess of $490,000 by virtue of CURB's involvement in KCC cases versus using private firms to represent residential and small commercial ratepayers. The three-year comparison shows that CURB has been active before the Kansas legislature. Finally, the comparison shows that the number of ratepayers who contact CURB with concerns or complaints about Kansas utilities is on the rise. On average, CURB has saved ratepayers an average of over $126,000 per year through its consumer outreach program versus using private firms for those purposes.

Each of the seven chapters addresses a particular facet of public-utility ratemaking. The second chapter sets forth an analytical economic model which provides the basis for the next four chapters. These chapters contain a detailed examination of total operating costs, the rate base, the rate of return, and the rate structure. The final chapter discusses a number of current issues regarding electric utilities, mainly factors related to fuel-adjustment costs, advertising, taxes, construction work in progress, and lifeline rates. Some of the examples used in the Guide are from particular states, such as Illinois and California. These examples are used to illustrate specific points. Consumers in other states can generalize them to their states and not change the meaning or significance of the points.
