She addresses a key problem: that an important share of the benefits to the poor from rural roads cannot be measured in monetary terms.The selection formula she proposes aims to identify places where poverty and economic potential are high and access is low. In recent decades, developing countries have made substantial investments in infrastructure, achieving dramatic gains for households and producers by expanding their access to services such as safe water, sanitation, electric power, telecommunications, and transport. Even more infrastructure investment and expansion are needed in order to extend the reach of services - especially to people living in rural areas and to the poor. But as this report shows, the quantity of investment cannot be the exclusive focus of policy. Improving the quality of infrastructure service also is vital. Both quantity and quality improvements are essential to modernize and diversify production, help countries compete internationally, and accommodate rapid urbanization. The report identifies the basic cause of poor past performance as inadequate institutional incentives for improving the provision of infrastructure. To promote more efficient and responsive service delivery, incentives need to be changed through commercial management, competition, and user involvement. Several trends are helping to improve the performance of infrastructure. First, innovation in technology and in the regulatory management of markets makes more diversity possible in the supply of services. Second, an evaluation of the role of government is leading to a shift from direct government provision of services to increasing private sector provision and recent experience in many countries with public-private partnerships is highlighting new ways to increase efficiency and expand services. Third, increased concern about social and environmental sustainability has heightened public interest in infrastructure design and performance.

Developing policies aimed at providing safe, reliable and affordable transport infrastructure and services can and will make a substantial and sustainable contribution to eradicating extreme poverty and hunger, achieving universal primary education, improving health care and reducing HIV/AIDS. Although transport is identified as a priority in poverty reduction strategies, it has not generally been adequately addressed. Global responses tend to focus on rural transport infrastructure—principally roads—with little attention given to sub-sectors such as rivers, lakes, and railroads; and important geographical and econological differences are ignored. The needs of the urban poor have been weakly addressed, as have the access and mobility needs of women, the disabled and other disadvantaged groups, while strategies for adapting transport to agricultural production/distribution or social services (e.g. health and education) have not been adequately developed. A systematic approach to the development of sound, comprehensive transport sector programs that provide clear guidance on what is to be done is much needed. This volume—the product of an expert workshop held at Cornell University’s Institute for African Development in May, 2007—provides accounts of an array of African operational spaces in which transport is relevant to the Millennium Development Goals. It addresses many heretofore ignored dimesions of transport—mobility issues of the urban poor, of women and children, and issues of access to employment, education and health services. It provides an alignment of transport with the MDGs in what proves to be fertile ground for research with important messages for policy makers and consequences for policy.

Most mainstream economists advocate promoting economic growth, on the grounds that it generally reduces poverty while bringing other economic benefits. However, this dominant hypothesis offers few alternatives for economies that are unable to grow, or in places where economic growth fails to reduce or actually exacerbates poverty. In Small Works, John A. Donaldson draws on his extensive fieldwork in two Chinese provinces—Yunnan and Guizhou—that are exceptions to the purported relationship between economic growth and poverty reduction. In Yunnan, an outward-oriented developmental state, one that focuses on large-scale, urban development, has largely failed to reduce poverty, even though it succeeded in stimulating economic growth. Provincial policy shaped roads, tourism, and mining in ways that often precluded participation by poor people. By contrast, Guizhou is a micro-oriented state, one that promotes small-scale, low-skill economic opportunities—and so reduces poverty despite slow economic growth. It is no coincidence that this Guizhou approach parallels the ideas encapsulated in the "scientific development view" of China's current president Hu Jintao. After all, Hu, when Guizhou's leader, helped establish the micro-oriented state in the province. Donaldson’s conclusions have implications for our understanding of development and poverty reduction, economic change in China, and the thinking behind China's policy decisions.
