China was involved in the war preparations much earlier and deeper than was previously known. Beijings preconditions to enter the war boiled down to three: (1) its full control of China; (2) foreign enemy forces invasion of North Korea; and (3) Moscows logistic and air support. Beijing had incorrectly calculated that Washington would dispatch only Japanese field forces to Korea, which is the very reason underlying its inadequate though early preparations for the war, while it had correctly calculated that Washington would not invade China proper via Korea before it entered the war. Expecting an enemy troops landing at Inchon followed by their invasion of North Korea, Beijing planned to ambush them in northern North Korea. It therefore failed to dispatch a symbolic force into Korea to give credibility to diplomatic deterrence against Washingtons possible invasion of North Korea. China developed ten prime interventionist goals as follows: (1) to save North Korea; (2) to dispel Stalins suspicions and to pay Maos political debt owed to Stalin in 1941 and 1942; (3) to have the PLA experienced in modern warfare; (4) to have the PLA modernized with Soviet weaponry; (5) to have its economy revitalized with overall Soviet assistance; (6) to enter the United Nations; (7) to exchange South Korean territories for an American withdrawal from Taiwan; (8) to have Nationalist forces in Taiwan; (9) to defuse an American retaliatory or nuclear attach upon China proper; and (10) to have North Korea and South Korea almost return to the status quo ante bellum. It was Maos de facto dependence upon rather than his alleged independence from Stalin that had made him rise to power in 1949. This Soviet reign turned out to be considerably more decisive than the American threat in driving China into the war in 1950.

While conflict is not a foregone conclusion, as indicated by China's increasing participation in many benign international organizations, it is a fact that China's leadership will pursue its interests as it sees them, which may not always coincide with those of the United States, its friends, and allies. Until now, no single volume has existed that provides an authoritative, comprehensive, and concise description of China's evolving geo-strategy or of how China is transforming its military to carry out this strategy. Fisher examines how China's People's Liberation Army (PLA) remains critical to the existence of the Chinese Communist government and looks at China's political and military actions designed to protect its expanded strategic interests in both the Asia-Pacific and Central to Near-Asian regions. Using open sources, including over a decade of unique interview sources, Fisher documents China's efforts to build a larger nuclear force that may soon be protected by missile defenses, modern high technology systems for space, air, and naval forces, and how China is now beginning to assemble naval, air, and ground forces for future power projection missions. His work also examines how the United States and other governments simultaneously seek greater engagement with China on strategic concerns, while hedging against its rising power. Although China faces both internal and external constraints on its rise to global eminence, it cannot be denied that China's government is pursuing a far-reaching strategic agenda.

The result is of course a much more complex picture than the one painted by the Western media: Beijing's interpretation of national sovereignty is by no means static, despite all its conservative rhetoric. In addition, China has increasingly acquiesced to some forms of international military intervention, while continuing to oppose it in certain cases. Although there are some visible red lines, there seems to be no ideologically-driven Chinese strategy on international intervention. Beijing rather seems to follow a pragmatic approach of muddling through (mosuo, 摸索), testing a number of different approaches in order to find the best possible way to promote its interests. This thesis is structured as follows: Chapter 2 provides an analysis of the general development of Chinese foreign policy since the end of the Cold War era. This chapter focuses especially on the issues and motivations that have dominated Chinese foreign policy in the past twenty years. It starts with a brief analysis of the Chinese foreign policy decision-making process and of the Chinese foreign policy think tank landscape. Chapter 3 looks into China's changing position on the principle of national sovereignty. The chapter also discusses the historical development of the principle of national sovereignty, and the factors constraining and conducing change in the Chinese position towards it. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.

It argues that China did not employ military force in these wars for the sake of national security or because of material issues under contestation, as frequently claimed.
