Book excerpt: A number of trends and forces are converging to require change in the National Oceanic and Atmospheric Administration's (NOAA) nautical charting mission. The most salient among these are changes in customer requirements, with a growing demand for customized and digital nautical information products; a changing customer base that encompasses uses of nautical charts in conjunction with coastal management, regulation, and development activities; and advances in technologies both for acquiring survey data and for structuring, displaying, analyzing, and disseminating nautical information. This volume assesses the needs of users of nautical information; reviews existing and emerging technologies; and examines major issues associated with information acquisition, chart preparation, and dissemination. The book addresses user requirements for improved nautical chart products, as well as technical and programmatic issues relating to the need for and provision of nautical information.

Available in PDF, EPUB and Kindle. Book excerpt: For more than thirty years, the History of Cartography Project has charted the course for scholarship on cartography, bringing together research from a variety of disciplines on the creation, dissemination, and use of maps. Volume 6, Cartography in the Twentieth Century, continues this tradition with a groundbreaking survey of the century just ended and a new full-color, encyclopedic format. The twentieth century is a pivotal period in map history. The transition from paper to digital formats led to previously unimaginable dynamic and interactive maps. Geographic information systems radically altered cartographic institutions and reduced the skill required to create maps. Satellite positioning and mobile communications revolutionized wayfinding. Mapping evolved as an important tool for coping with complexity, organizing knowledge, and influencing public opinion in all parts of the globe and at all levels of society. Volume 6 covers these changes comprehensively, while thoroughly demonstrating the far-reaching effects of maps on science, technology, and society—and vice versa. The lavishly produced volume includes more than five hundred articles accompanied by more than a thousand images. Hundreds of expert contributors provide both original research, often based on their own participation in the developments they describe, and interpretations of larger trends in cartography. Designed for use by both scholars and the general public, this definitive volume is a reference work of first resort for all who study and love maps.

Book excerpt: The future safety of maritime transportation in the United States-a major factor in the nation's international trade and economic well-being-will depend heavily on the quality of port and waterways information systems. Many U.S. ports and waterways lack adequate information services, although certain elements of advanced systems are now available in some locations. Barriers to improvements in information systems include the division of responsibilities for waterways management among multiple agencies at all levels of government, a lack of coordination among the federal agencies responsible for waterways management, inadequate budgets for some critical maritime programs, the high costs of some specialized technologies, stakeholder opposition to user fees, limited access to certain key data, the incompatibility of many independently developed systems, and the absence of standards for some attractive technologies. In this report, the second phase of a three-year study by the Committee on Maritime Advanced Information Systems of the National Research Council, a strategy is presented for overcoming the major barriers and deficiencies and providing a minimum level of maritime safety information nationwide. In this phase of the study, the committee concentrated on maritime information systems that promote safety, which is the area of greatest need. The committee did not examine in detail the relationship between navigation safety and maritime transportation efficiency or evaluate information systems that promote efficiency; the committee believes, however, that these issues deserve further attention.

Documents of the UN General Assembly, Meeting of State Parties to the 1982 UN Law of the Sea Convention, ISBA, ITLOS, Follow-Up to the UN Straddling Fish Stocks and Small Island States Conferences, Panama Canal, ECOSOC, UNEP and UNCTAD are included first, followed by the documents of FAO, IAEA, IMO, UNESCO/IOC. As in the previous volumes, documents which were issued in the course of 1997 are reproduced, while other relevant documents are listed. The NILOS Documentary Yearbook has proved to be of invaluable assistance in facilitating access by the community of scholars and practitioners in ocean affairs and the law of the sea to essential documentation. The entry of the 1992 UN Law of the Sea Convention into force on 16th November 1994 and of the Part XI Agreement - on 28 July 1996, and progress in the implementation of Chapter 17 of Agenda 21, make continuation of this assistance of particular significance in the years to come. Book excerpt: U.S. Arctic waters north of the Bering Strait and west of the Canadian border encompass a vast area that is usually ice covered for much of the year, but is increasingly experiencing longer periods and larger areas of open water due to climate change. Sparsely inhabited with a wide variety of ecosystems found nowhere else, this region is vulnerable to damage from human activities. As oil and gas, shipping, and tourism activities increase, the possibilities of an oil spill also increase. How can we best prepare to respond to such an event in this challenging environment? Responding to Oil Spills in the U.S. Arctic Marine Environment reviews the current state of the science regarding oil spill response and environmental assessment in the Arctic region north of the Bering Strait, with emphasis on the potential impacts in U.S. waters. This report describes the unique ecosystems and environment of the Arctic and makes recommendations to provide an effective response effort in these challenging conditions. According to Responding to Oil Spills in the U.S. Arctic Marine Environment, a full range of proven oil spill response technologies is needed in order to minimize the impacts on people and sensitive ecosystems. This report identifies key oil spill research priorities, critical data and monitoring needs, mitigation strategies, and important operational and logistical issues. The Arctic acts as an integrating, regulating, and mediating component of the physical, atmospheric and cryospheric systems that govern life on Earth. Not only does the Arctic serve as regulator of many of the Earth's large-scale systems and processes, but it is also an area where choices made have substantial impact on life and choices everywhere on planet Earth. This report's recommendations will assist environmentalists, industry, state and local policymakers, and anyone interested in the future of this special region to preserve and protect it from damaging oil spills.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores how digital transformation is reshaping the manner in which higher education sectors emerge, work, and evolve and how auditors should respond to this challenging and risky digital audit universe in transforming the higher education system. It serves to help professionals to understand the reality of performing the Chief Audit Executive (CAE) role in today’s evolving business economy, specifically in the higher education sector. It compares and contrasts the stated IIA standards with the challenges and realities auditors may face and provides alternative scenarios to gaining a "seat at the table." This book also provides insight into critical lessons learned when executing the CAE role relevant for digitally transforming universities. The main purpose of this study is to rethink the audit culture in the digital era and reveal the key characteristics that are open for improvement so that digitally transforming universities can be audited according to the higher education standards with a digitally supported value-added audit approach. Based on this approach, the audit culture is reassessed considering the digital university conceptual framework and business model. There are two main points to consider for the digital university work environment: traceability and auditability. In this respect, policy recommendations are made for best practices to achieve value-added digital audits in transforming universities. The book has been written from both the reality and academic perspectives of two experienced authors. Sezer is a past CAE, CEO, and long-term senior internal auditor who has worked in the internal audit role for various listed companies, financial institutions, and government entities. Erman has extensive information technology and university accreditation knowledge in the global higher education sector. This brings a blend of value-added approaches to the readers and speaks to issues about understanding and dealing with audit culture and business evolution in digitally transforming organizations along with the requirements for upholding IIA standards. Geared toward the experienced or new CAE, University Auditing in the Digital Era: Challenges and Lessons for Higher Education Professionals and CAEs can be a tool for all auditors to understand some of the challenges, issues, and potential alternative solutions when executing the role of university auditing. In addition, it can be a valuable reference for university administrators and CIOs, as well as academics and all stakeholders related to the higher education sector.

Book excerpt: Large ships transporting hazardous cargoes, notorious marine accidents, and damage to marine ecosystems from tanker spills have heightened public concern for the safe navigation of ships. This new volume offers a complete, highly readable assessment of marine navigation and piloting. It addresses the application of new technology to reduce the probability of accidents, controversies over the effectiveness of waterways management and marine pilotage, and navigational decisionmaking. The book also explores the way pilots of ships and tugs are trained, licensed, and held accountable. Minding the Helm approaches navigational safety from the perspectives of risk assessment and the integration of human, technological, and organizational systems. Air and marine traffic regulation methods are compared, including the use of vessel traffic services. With a store of current information and examples, this document will be indispensable to federal and state pilotage and licensing authorities and marine traffic regulators, the Coast Guard, pilot associations, and the shipping and towing industries. It will also interest individuals involved in waterway design, marine education, and the marine environment.
