D. 1124-1705 The Charter of 1226 is granted to "our burgesses of Strivelyn," implying a previous burghal organization, while the charters of King David the First(1124-53) and King William the Lion(1165-1214), reprinted in this volume, refer to my burgh of Stirling as an existing institution. In the words of the warrant for the charter by King Charles the First, Stirling was "ane of the maist ancient burghes of this his Hienes kingdom of Scotland, being erectet before the days of umquhile King Alexander." As accounting, so far, for the lateness in date of the first direct grant from the crown, it may be mentioned that it was not till the reign of Alexanders immediate predecessor that burghs appear to have begun to ask and obtain charters from the King. Alexanders charter to Stirling is somewhat similar to those granted to some other Royal Burghs in his and the preceding reign, and is partly made up of provisions imported from the old laws relating to burghs and made applicable to the special circumstances of Stirling. The original has not been preserved, but it has fortunately been engrossed at full length in a confirmatory charter by King David II., which is still in existence, and is in a good state of preservation. A facsimile of it, produced by photo-lithography, is prefixed to the volume There is also given the photo-lithograph of another charter, about which a word may be said. Originally each burgess, as a crown vassal, paid a yearly rent to the King for his property in the burgh. These rents, with the small customs, fines of the burgh court, c., in course of time came to be collected by the bailies of the burgh, who, at intervals of usually a year or more, accounted for their intromissions to the Great Chamberlain, and had their accounts audited in exchequer. Yet, from the sixteenth century, a unique national representative assembly of the towns, the Convention of Burghs, provides an insight into the activities of another key group in society. Meeting at least once a year, the Convention consisted of representatives from every parliamentary burgh, and was responsible for apportioning taxation, settling disputes between members, regulating weights and measures, negotiating with the crown on issues of concern to the merchant community. The Convention's role in relation to parliament was particularly significant, for it regulated urban representation, admitted new burghs to parliament, and co-ordinated and oversaw the conduct of the burgess estate in parliament. In this, the first full-length study of the burghs and parliament in Scotland, the influence of this institution is fully analysed over a one hundred year period. Drawing extensively on local and national sources, this book sheds new light upon the way in which parliament acted as a point of contact, a place where legislative business was done, relationships formed and status affirmed. The interactions between centre and localities, and between urban and rural elites are prominent themes, as is Edinburgh's position as the leading burgh and the host of parliament. The study builds upon existing scholarship to place Scotland within the wider British and European context and argues that the Scottish parliament was a distinctive and effective institution which was responsive to the needs of the burghs both collectively and individually.

Book excerpt: Civic Reformation and Religious Change in Sixteenth-Century Scottish Towns demonstrates the crucial role of Scotland's townspeople in the dramatic Protestant Reformation of 1560. It shows that Scottish Protestants were much more successful than their counterparts in France and the Netherlands at introducing religious change because they had the acquiescence of urban populations. As town councils controlled critical aspects of civic religion, their explicit cooperation was vital to ensuring that the reforms introduced at the national level by the military and political victory of the Protestants were actually implemented. Focusing on the towns of Dundee, Stirling and Haddington, this book argues that the councillors and inhabitants gave this support because successive crises of plague, war and economic collapse shook their faith in the existing Catholic order and left them fearful of further conflict. As a result, the Protestants faced little popular opposition, and Scotland avoided the popular religious violence and division which occurred elsewhere in Europe.
