Book excerpt: The hypothesis of this study is that the United States and Japan have important and complementary roles to play in contributing to the peace and stability in Southeast Asia in spite of the end of the Cold War. Historical perspectives with regard to Southeast Asia since the withdrawal of the United States from Vietnam until the end of the Cold War are provided as the foundations for change. The national development of the nations of Southeast Asia, the implications of the rapid economic growth of China, and the military buildup in the region since the end of the Cold War are examined. Similarly, the rising transnational problems of Southeast Asia including piracy, drug abuse, a burgeoning population and environmental issues are addressed. The basic changes in American policies toward the region, including the implications of the withdrawal from the military facilities in the Philippines, and the impact of the reductions in the military budget are examined. Likewise, basic Japanese policies toward Southeast Asia, particularly in light of recent dramatic changes in Japanese internal politics, the effects of the Persian Gulf War, and the Cambodian experience, are discussed.

How could Japan hope to survive a war with, much less defeat, an enemy possessing an invulnerable homeland and an industrial base 10 times that of Japan? The Pacific War was one that Japan was always going to lose, so how does one explain Tokyo’s decision? Did the Japanese recognize the odds against them? Did they have a concept of victory, or at least of avoiding defeat? Or did the Japanese prefer a lost war to an unacceptable peace? Dr. Jeffrey Record takes a fresh look at Japan’s decision for war, and concludes that it was dictated by Japanese pride and the threatened economic destruction of Japan by the United States. He believes that Japanese aggression in East Asia was the root cause of the Pacific War, but argues that the road to war in 1941 was built on American as well as Japanese miscalculations and that both sides suffered from cultural ignorance and racial arrogance. Record finds that the Americans underestimated the role of fear and honor in Japanese calculations and overestimated the effectiveness of economic sanctions as a deterrent to war, whereas the Japanese underestimated the cohesion and resolve of an aroused American society and overestimated their own martial prowess as a means of defeating U.S. material superiority. He believes that the failure of deterrence was mutual, and that the descent of the United States and Japan into war contains lessons of great and continuing relevance to American foreign policy and defense decision-makers.

Oros shows how a gradual awakening to new security challenges has culminated in the multifaceted "security renaissance" of the past decade. Despite openness to new approaches, however, three historical legacies—contested memories of the Pacific War and Imperial Japan, postwar anti-militarist convictions, and an unequal relationship with the United States—play an outsized role. In Japan's Security Renaissance Oros argues that Japan's future security policies will continue to be shaped by these legacies, which Japanese leaders have struggled to address. Book excerpt: The central puzzle in the study of Japanese foreign policy has been why Japan has continued to play a passive role in international affairs, despite its impressive economic and political power. Challenging this central puzzle, the core argument of this study is to present an alternative path for the study of Japanese foreign policy. In fact, in recent years Japanese foreign policy has become less dependent on the United States, more strategic towards Asia, and more energetic towards international and regional institutions. One of the main features is multilateralism in Japanese foreign policy, as shown by Japan’s active participation in the regional institutions. In pursuing multilateralism, Japan cooperated closely with the only durable regional body in Southeast Asia, to wit, the Association of Southeast Asian Nations (ASEAN). Given the fact that East Asian regionalism has been driven by ASEAN, it is of utmost urgency to investigate the emerging partnership between Japan and ASEAN. The central thesis of this study is thus to put Japan’s ASEAN policy into a proper perspective by asserting that Japan’s new policy initiatives towards ASEAN are not reactive, nor are they exceptions in a broader framework of merely reactive foreign policy.
