However, the CFP is not just a matter for those with an economic interest in fisheries. It also raises many issues of more general concern, such as the capacity of the EC and its Member States to manage important natural resources sustainably, the impact of fishing on the wider marine environment, and relations between developed and developing States. This book addresses the CFP from a legal perspective. It provides a detailed account of the very large body of EC law comprising the CFP, and draws on the European Commission's associated documents to aid interpretation and add context. The study was conducted for the Executive Agency for Small and Medium-sized Enterprises (EASME) by Coffey International Development (Coffey) in partnership with AND International, Poseidon and F&S. It covered ten Mediterranean and Black Sea coastal EU Member States, namely: Croatia, Cyprus, France, Greece, Italy, Malta, Slovenia, Spain, Bulgaria, and Romania. The study aimed to meet the following specific objectives: - identify the distinct roles that women play in the fisheries sector; - quantify (to the extent possible) the presence of women in the sector; - analyse the current legal framework in the different Member States concerning women's participation in the sector; - identify the challenges and the opportunities for promoting women's role and presence in the sector; and - formulate clear recommendations to improve the status of women and help their access to this sector's labour market. With this study, the European Commission seeks to address the need to "improve working conditions and promote the role of women in the fisheries sector and aquaculture" that was identified in the MedFish4Ever Ministerial Declaration signed by the Commission and Member States in March 2017. The study should also contribute to the Regional Plan of Action for Small-Scale Fisheries in the Mediterranean and the Black Sea (RPOA-SSF) launched in Malta via a High-Level Conference in September 2018. This study sheds a light on women's presence in catching, aquaculture, processing, and fisheries-related activities which had not been well documented so far, particularly in the Mediterranean and Black Sea basins. The insights provided in this study add value to the existing knowledge base in relation to women's presence and role in fisheries in the EU.

The report then looks at what this means for regional economies and for the livelihoods of the people who depend on the fisheries sector. As small-scale fisheries make up a large majority of Mediterranean and Black Sea fisheries, they receive special focus. SoMFi 2018 also provides the most detailed assessment yet of the state of fishery resources in the region. It shows the current status of the stocks, including those most at risk from overfishing, and looks at related issues like discards and incidental catches of vulnerable species. This is mostly due to the fact that the EU’s focus on foreign affairs is mainly associated with the Balkans, as part the current and potential expansion, and the Middle East, as a direct consequence of the upheaval of the Arab Spring. The Black Sea region is crucially important for the EU because of the opportunities and challenges that the region presents, both politically and socio-economically. Contributions to this book mostly focus on specific issues of EU–Black Sea cooperation, from conflict to the environment to democracy, and how these particular relationships are perceived within the region as well as through the lenses of stakeholders such as Russia, Turkey, and the USA. Overall, the collection focuses on projecting a more efficient role and a holistic strategy for the EU in its approach towards the Black Sea region, testifying to the need for a strong EU presence. Book excerpt: This paper discusses the potential value of catch documentation schemes (CDS) in deep-sea fisheries, and the implementation aspects that have to be taken into account to ensure the effectiveness of this trade-based tool to combat illegal, unreported and unregulated (IUU) fishing. The paper argues that the schemes are indeed useful for addressing IUU fishing practices known to occur in deep-sea fisheries, and that their adoption would improve compliance with fisheries management requirements. Key infringements that could be directly detected and addressed include - but are not limited to - violations of closed areas harbouring protected vulnerable marine ecosystems in the deep ocean, and quota overfishing. The paper also establishes the notion that partial coverage of given species through a CDS at the level of regional fisheries management organizations is incongruous. Given that most deep-sea fisheries species have broad distributions that straddle many regional organizations, the most suitable implementation model appears to be a centrally operated electronic CDS platform - called a super-CDS - shared by a plurality of institutional and state players.
