This book was released on 2019-01-11 with total page 232 pages. Available in PDF, EPUB and Kindle. Book excerpt: The application of the Common Fisheries Policy (CFP) in the Mediterranean and Black Sea faces several challenges also because of large ecological, economic, political and institutional differences across the basin. The challenge of CFP application is exacerbated by the legal/administrative situation, with large areas outside national/EU jurisdictions, by the different development of fisheries that result in fleet capacities highly different on opposite shores of some sub-basins, as well as by uneven monitoring and data availability across the basins that result in situations that hamper sustainable management. This book collates analyses related to the application of the principles included in the CFP in Mediterranean and Black Sea, including assessments of current status, scenario analyses, visions of best solutions, evaluation of critical hot spots and effects of regionalization of fisheries management. The eBook tackles from local to transboundary issues and solutions and provides a broad vision of problems together with important practical solutions for CFP application in the Mediterranean and Black Sea.

Available in PDF, EPUB and Kindle. Book excerpt: This book takes a critical view of the policy and law governing EU marine fisheries and the effect of the 2013 reform of the Common Fisheries Policy (CFP). Reforms to the CFP are impeded by Treaty-guaranteed concessions, exemptions from general environmental legislation and the Court of Justice’s creation of principles unique to the sector. The author discusses how damaging effects of fishing could be ameliorated if the Court were to align fisheries principles with general principles of law, and considers the institutional and regulatory frameworks needed to encourage prudent resource use.

Available in PDF, EPUB and Kindle. Book excerpt: The Common Fisheries Policy (CFP) is one of the longest established and more controversial of the common policies of the EC. It deals principally with the management of fishery resources, relations between the EC and third States in fisheries matters, the marketing of and trade in fishery products, financial assistance to the fisheries sector, and aquaculture. However, the CFP is not just a matter for those with an economic interest in fisheries. It also raises many issues of more general concern, such as the capacity of the EC and its Member States to manage important natural resources sustainably, the impact of fishing on the wider marine environment, and relations between developed and developing States. This book addresses the CFP from a legal perspective. It provides a detailed account of the very large body of EC law comprising the CFP, and draws on the European Commission's associated documents to aid interpretation and add context. As a result, the book will be of value to anyone wanting knowledge of the law of the CFP. Although not addressing the Commission's 2009 Green Paper on reform of the CFP, the book should provide a useful reference point against which to view the reform of parts of the CFP that is anticipated to take place over the next few years.

Book excerpt: Written by Ernesto Penas of the European Commission’s Directorate-General for Maritime Affairs and Fisheries, this thorough and comprehensive book provides a full understanding of the European Commission’s common fisheries policy (CFP), which is of major importance to all fisheries scientists and managers. Commencing with introductory chapters which look at the history behind the CFP, its birth and enlargement, this excellent book continues with chapters covering the major aspects of the CFP including policies on conservation, fishing fleets, structure, control, and environment, the external sector, scientific advice, stakeholders and decision making. Further chapters consider the Mediterranean Sea, aquaculture and the reforms of the CFP. A concluding chapter looks at what’s next for the CFP. The Common Fisheries Policy is an essential reference for all fisheries managers and fisheries scientists throughout the world, and provides a huge wealth of important information for fish biologists, conservation biologists, marine biologists, environmental scientists and ecologists in academia, governmental and non-governmental organizations and commercial operations. Libraries in all universities and research establishments where fisheries and/or biological sciences are studied and taught should have copies on their shelves.

Book excerpt: Marine recreational fisheries are an integral part of Mediterranean and Black Sea coastal life and are commonly practiced throughout the region. Recreational fisheries also represent an important driver of coastal tourism, which constitutes one of the region’s most important maritime sectors in terms of gross value added and employment. However, despite their ubiquity and potential socio-economic contribution, recreational fisheries are a data-poor sector and can vary widely from one country to another, thus impairing proper consideration of the recreational fisheries sector in policy-making and undermining efforts towards sustainable fisheries management at the regional level. The main goal of this handbook is therefore to provide a clear methodological framework to allow Mediterranean and Black Sea countries to implement suitably harmonized sampling and survey monitoring schemes for recreational fisheries. This handbook establishes a minimum set of necessary information for monitoring recreational fisheries, while, at the same time, allowing for flexibility to accommodate national specificities and data collection needs. It also provide guidance on the data analysis process as well as advice to successfully engage stakeholders in the data collection process.

Book excerpt: This book offers a comprehensive account of the status and dynamics of people participating in the small-scale fisheries (SSF) of Europe. It covers the situation of SSF in 25 coastal countries, thereby providing a portrait of almost every coastal country on the continent and analyzing the recent evolution of the sector. Small-scale fisheries are argued to be extremely important in Europe, as they provide employment and welfare, while increasing food sovereignty and maintaining communities in coastal areas. The recent worldwide focus on SSF derives from their environmental sustainability, which distinguishes many of their activities from those of large-scale fisheries. This book analyses the diversity of SSF and shows how fishing communities have sometimes developed successful governing models, demonstrating social and economic resilience. While the book emphasizes the strengths of SSF and the synergies that occur with other marine sectors, it also presents cases of failure, in which collective action and policy have actually contributed to a weakening of the sector. In this context, the book shows how governmental policies toward SSF vary considerably from country to country, in a way that is not entirely consistent with European policies.

Book excerpt: This third edition of the State of Mediterranean and Black Sea Fisheries provides a comprehensive overview of the status of fisheries in the region, looking at their main features and trends, in order to better inform their management and better examine current and future challenges that they will face in the near future. The aim of this report is to produce a document that could provide useful analysis and direction for decision-making and future action. In this respect, this publication also represents a convenient source of information for the FAO Committee on Fisheries and offers a practical complement to the data provided in the State of World Fisheries and Aquaculture published by the FAO Fisheries and Aquaculture Department. This volume includes seven chapters divided into two sections: a first part on the status and trends of different aspects of Mediterranean and Black Sea fisheries, including fleet, catches, socio-economic variables and bycatch, and a second part that focuses on the management of Mediterranean and Black Sea fisheries, including an overview on small-scale fisheries. This report is based to a large extent on the most up-to-date data available submitted by GFCM contracting and cooperating non-contracting parties, including information on stock status, national catches, fleet and socio-economic information up to 2018. It is also complemented with information from other sources.

Available in PDF, EPUB and Kindle. Book excerpt: This report presents the findings of the study on the presence and role of women in fisheries in the Mediterranean and the Black Sea. The study was conducted for the Executive Agency for Small and Medium-sized Enterprises (EASME) by Coffey International Development (Coffey) in partnership with AND International, Poseidon and F&S. It covered ten Mediterranean and Black Sea coastal EU Member States, namely: Croatia, Cyprus, France, Greece, Italy, Malta, Slovenia, Spain, Bulgaria, and Romania. The study aimed to meet the following specific objectives: - identify the distinct roles that women play in the fisheries sector; - quantify (to the extent possible) the presence of women in the sector; - analyse the current legal framework in the different Member States concerning women's participation in the sector; - identify the challenges and the opportunities for promoting women's role and presence in the sector; and - formulate clear recommendations to improve the status of women and help their access to this sector's labour market. With this study, the European Commission seeks to address the need to "improve working conditions and promote the role of women in the fisheries sector and aquaculture" that was identified in the MedFish4Ever Ministerial Declaration signed by the Commission and Member States in March 2017. The study should also contribute to the Regional Plan of Action for Small-Scale Fisheries in the Mediterranean and the Black Sea (RPOA-SSF) launched in Malta via a High-Level Conference in September 2018. This study sheds a light on women's presence in catching, aquaculture, processing, and fisheries-related activities which had not been well documented so far, particularly in the Mediterranean and Black Sea basins. The insights provided in this study add value to the existing knowledge base in relation to women's presence and role in fisheries in the EU.

This book was released on 2019-01-17 with total page 175 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 2018 edition of The State of Mediterranean and Black Sea Fisheries (SoMFi 2018), the flagship publication of the GFCM, provides a comprehensive overview of regional and subregional trends in Mediterranean and Black Sea fisheries. Bringing together data and indicators submitted by GFCM contracting parties and cooperating non- contracting parties on stock status, national catches, fleet and socio-economic aspects as well as information obtained from other sources, SoMFi 2018 aims to provide objective, reliable and up-to-date information to a wide audience and support decision-making in fisheries. SoMFi 2018 is divided into eight chapters. The first analyses the current composition of the fishing fleet, including information on fleet capacity, vessel types and age classes. Next comes a detailed breakdown of overall capture fishery production with comparisons of the latest figures to data from previous years, highlighting significant changes and trends. The report then looks at what this means for regional economies and for the livelihoods of the people who depend on the fisheries sector. As small-scale fisheries make up a large majority of Mediterranean and Black Sea fisheries, they receive special focus. SoMFi 2018 also provides the most detailed assessment yet of the state of fishery resources in the region. It shows the current status of the stocks, including those most at risk from overfishing, and looks at related issues like discards and incidental catches of vulnerable species. The report then highlights GFCM’s strategic efforts to build long-term sustainability, as it works with its stakeholders to sustainably manage fisheries and improve coastal livelihoods across the region. Finally, SoMFi 2018 concludes with an overview of the important role fisheries have to play in achieving the United Nations Sustainable Development Goals, maintaining healthy ecosystems and productive fisheries.

Available in PDF, EPUB and Kindle. Book excerpt: The idea for this book is derived from the scantiness of academic references on the European Union’s policies towards the Black Sea, relative to this region’s officially stated significance for the EU. Even though the EU plays a vital role in Black Sea political agendas, the EU’s cooperation with the region is not extensively covered by academic discussions and literature. This is mostly due to the fact that the EU’s focus on foreign affairs is mainly associated with the Balkans, as part the current and potential expansion, and the Middle East, as a direct consequence of the upheaval of the Arab Spring. The Black Sea region is crucially important for the EU because of the opportunities and challenges that the region presents, both politically and socio-economically. Contributions to this book mostly focus on specific issues of EU–Black Sea cooperation, from conflict to the environment to democracy, and how these particular relationships are perceived within the region as well as through the lenses of stakeholders such as Russia, Turkey, and the USA. Overall, the collection focuses on projecting a more efficient role and a holistic strategy for the EU in its approach towards the Black Sea region, testifying to the need for a strong EU presence. For this reason, the Black Sea area remains ‘the neighbourhood too close to, yet still far from, the European Union’. This book was originally published as a special issue of the Journal of Balkan and Near Eastern Studies.

This book was released on 2019-04-15 with total page 98 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper discusses the potential value of catch documentation schemes (CDS) in deep-sea fisheries, and the implementation aspects that have to be taken into account to ensure the effectiveness of this trade-based tool to combat illegal, unreported and unregulated (IUU) fishing. The paper argues that the schemes are indeed useful for addressing IUU fishing practices known to occur in deep-sea fisheries, and that their adoption would improve compliance with fisheries management requirements. Key infringements that could be directly detected and addressed include - but are not limited to - violations of closed areas harbouring protected vulnerable marine ecosystems in the deep ocean, and quota overfishing. The paper also establishes the notion that partial coverage of given species through a CDS at the level of regional fisheries management organizations is incongruous. Given that most deep-sea fisheries species have broad distributions that straddle many regional organizations, the most suitable implementation model appears to be a centrally operated electronic CDS platform - called a super-CDS - shared by a plurality of institutional and state players.
