Besides space for navigation and trade (roughly 10 billion tons of commodities are transported across the oceans each year), the provision of biological and non-living resources is the most important service of the marine ecosystems. Yet, these ecosystems are increasingly impeded by human activities and interventions. Human and naturally induced changes in climate are buffered by the ocean, but its capacity to compensate the increase of CO2 in the atmosphere is at its limit. The increase of global temperatures and the decrease of oxygen concentration and pH are severe stressors for aquatic species and thus for the whole ecosystem. Urbanisation and population growth at the coast, along with severe levels of pollution, are stressing coastal environments and hampering or interrupting life cycles of species as well as the well established and naturally balanced internal interconnections within and between ecosystems. Mining for oil and gas is interfering with fisheries, competing for space with other sectors and increasing the risks for large scale pollution. The result is a decline in ecosystem services and a negative feedback into the socio-economic systems. The recent reports by IPBES and IPCC underline the degrading conditions in which the ecosystems are situated today. The IPBES report evaluates a number of direct and indirect drivers. Population increase, technical development, malfunctioning of governance and spreading of conflicts affect direct drivers such as sea use change, direct exploitation, climate change, pollution, invasive species and others. Following a series of summits and conventions that prompted the United Nations in recent decades, Rio de Janeiro in 1992, Johannesburg in 2002 and Rio+20 in 2012, all of which were rather land-based, the Sustainable Development Goals 2015 set a new landmark in which the ocean, too, was finally acknowledged as significant to global development. The Ocean Conference in New York in June 2017 led the international community to formulate clear goals for the development of the ocean. The volume Transitioning to Sustainable Life below Water will address critical issues in ocean use and reflect against goals and targets of SDG 14 and other relevant SDGs. Freshwater ecosystems cover only 1% of the Earth's surface; however, they are a habitat for about 40% of fish species. At the same time, inland fisheries make less than 12% of the world's global fish catch, with 43% coming from low-income and food-deficient countries (Africa, South America, Southeast Asia). In Europe, the Western Balkans have significant fishing waters and fish resources, including the Middle Danube drainage (Sava, Drina, Velika Morava river systems), large ancient lakes (Skadar/Shkodra, Ohrid, Prespa, Dojran), and the Adriatic basin characterized by endemic and commercially important species. However, in contrast to the high fishing potential in a significant part of the Western Balkans, diverse and specific political, economic, and social factors largely had a negative impact on the state of fish resources. The marine sciences play a vital role in producing and providing the knowledge needed for a transition towards ocean sustainability. With a multitude of actors involved in using, exploiting, and safeguarding the seas, however, this task cannot be solved by science alone. Transdisciplinary research is needed, bringing together scientists and all other actors of society to jointly co-produce the knowledge and innovations that we so urgently need. In this context, this book examines and answers key questions at the forefront of transdisciplinary marine research: How can we provide approaches that integrate marine biodiversity and social systems in an appropriate relationship? What methodologies are most suitable to engage stakeholders in participatory processes providing new knowledge and tools for co-designing solutions with balanced socio-ecological embeddedness? How do we best integrate scientific with lay and local knowledge, and how are diverse knowledges valued in engagement activities? How can we reconcile socio-economic activities and the often divergent values attached to them to provide ethical principles for fair and equitable policy decisions? The book addresses these questions by combining an array of chapters about new theoretical approaches to transdisciplinary marine research, methodological considerations, as well as case studies from the nexus of the research and practices of engagement with a variety of stakeholder groups across the globe. This book will be of great interest to students and scholars studying marine science and ocean research across a wide range of disciplines, including marine biology, environmental governance and policy, ocean resource management, oceanography, environmental anthropology, human geography and sustainability. The Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) are the first international instrument entirely dedicated to small-scale fisheries and provide guidance on how to address existing challenges in the subsector. One of the key areas discussed in the SSF Guidelines is the need for an enabling environment that promotes good governance. This publication, Small-scale fisheries governance – A handbook in support of the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication, was based on a number of training courses on governance in small-scale fisheries. It offers an overview of the SSF Guidelines and guidance on their implementation in particular with regard to good governance and the enabling environment needed.
