Book excerpt: The Business Administration Scale for Family Child Care (BAS) is the first valid and reliable tool for measuring and improving the overall quality of business and professional practices in family child care settings. It is applicable for multiple uses, including program self-improvement, technical assistance and monitoring, training, research and evaluation, and public awareness. It is currently embedded in many state quality rating and improvement systems (QRIS) across the nation. Using a 7-point rating scale (inadequate to excellent), this easy-to-use instrument assesses 10 items: Qualifications and Professional Development Income and Benefits Work Environment Fiscal Management Recordkeeping Provider-Family Communication Family Support and Engagement Marketing and Community Relations Provider as Employer The second edition of the BAS includes refinements to support the reliable use of the instrument and to reflect current best practices in administering a family child care program: The Notes for the BAS items are expanded to increase understanding and facilitate greater consistency in both interpretation and scoring. There is greater emphasis on practices that promote family and community engagement. New national norms for the BAS are reported based on data collected between 2009 and 2017 from 439 home-based programs in 22 states. Use the BAS second edition with the Family Child Care Environment Rating Scale (FCCERS-3 or FCCERS-R) for a comprehensive picture of your family child care learning environment and the business and professional practices that support the program.

Book excerpt: The field of early childhood, after school and youth programming is increasingly dynamic and requires managers and leaders who can continually assess and grow their own knowledge, skills and dispositions to stay responsive to ever-changing needs and expectations in their position. The goal of this book is to describe the many facets of the role of the administrator and the knowledge, skills and dispositions needed to be successful managers and leaders. We recognize that wherever an administrator may begin to look at this role, there are multiple layers to every aspect, leading to a role that can be overwhelming. These 4 core areas with 14 competencies and 126 indicators provide a framework that makes the role of an administrator accessible. Therefore, we've designed a self-assessment tool managers and leaders can use to assess their own skill level from beginner to expert for the indicators listed under each of the fourteen competencies. The book includes a template for administrators to create an action plan with specific next steps outlined to increase his/her skill level. Program quality improvement begins with the administrator making a plan for self-improvement through intentional professional development opportunities.

Book excerpt: This book discusses important issues of the day care profession. Topics include evaluation of the work place and the improvement of the day care environment for the benefit of staff, parents, and children. Organizational climate is considered in terms of the different types of early childhood programs and their relationship to current knowledge about individual and group behavior in organizations. Ten key dimensions of organizational climate that support professionalism are identified. An overview of the importance of assessing work attitudes focuses on both informal and formal assessments. The discussion also covers the ways in which day care directors can effectively promote a positive professional climate in their centers; these methods include: (1) encouragement of staff collegiality; (2) provision of opportunities for professional development; (3) feedback on teacher performance; (4) definition of roles and responsibilities; (5) the reward system; (6) staff involvement in decision-making; (7) staff involvement in determining program goals; (8) wise use of time; (9) setting of realistic work loads; (10) use of the physical environment to enhance job effectiveness; (11) encouragement of innovation and creativity. Included is a list of 115 references. (RJC)

What is less well known is that the largest proportion of this population is children under the age of 5. These young English language learners (ELLs) often demonstrate achievement gaps in basic math and reading skills when they start school. How best to educate this important and growing preschool population is a pressing concern for policymakers and practitioners. The chapters in this important book provide up-to-date syntheses of the research base for young ELLs on critical topics such as demographics, development of bilingualism, cognitive and neurological benefits of bilingualism, and family relationships, as well as classroom, assessment, and teacher-preparation practices. Contributors: Linda M. Espinosa, Margaret Freedson, Claudia Galindo, Fred Genesee, Donald J. Hernandez, José E. Náñez Sr., and Flora V. Rodríguez-Brown “This is a must-have for those who are working directly or indirectly with young English language learners.” —Olivia Saracho, University of Maryland, College Park, Maryland
