Book excerpt: Each State has the primary responsibility to build the capacity of organizations and people in order to develop, implement, and sustain a nuclear security regime. To discharge its responsibilities, the State has to strengthen its capacity at national, organizational and individual levels. Specifically, the State has to be able to enhance the competences and capabilities of relevant stakeholders in fulfilling their responsibilities within the nuclear security regime. Such endeavour involves various elements in capacity building, ranging from education and training to the development of a knowledge network. This publication is intended to serve as a reference document for Member States to develop a national capacity building strategy for nuclear security. It addresses all organizations involved in nuclear security and reflects the multidisciplinary and cross-institutional nature of this task, as well as the long term efforts that are required. .

For nuclear material and other radioactive material that is under regulatory control, and associated facilities and activities, the results of this identification and assessment are expressed as a design basis threat or representative threat statement describing the intentions and capabilities of potential adversaries against which the materials and associated facilities and activities are to be protected. An Implementing Guide was issued in 2009 under the title of Development, Use and Maintenance of the Design Basis Threat which was updated and revised. The result of this revision is the current publication. It provides a step-by-step methodology for conducting a national nuclear security threat assessment including both physical and computer security aspects, and for the development, use and maintenance of design basis threats and representative threat statements.

Book excerpt: In July 2005, the National Academies released the report Strengthening Long-term Nuclear Security: Protecting Weapon-Usable Material in Russia. The report highlighted several obstacles in the transition from a U.S.-Russian cooperative program to a Russian-directed and Russian-funded fully indigenized program that will ensure the security of 600 tons of weapon-usable nuclear material at a level of international acceptability. Overcoming these obstacles requires an increased political commitment at a number of levels of the Russian Government to modern material protection, control, and accounting systems (MPC&A). Adequate resources must be provided to facilities where weapon-usable material is located for upgrading and maintaining MPC&A systems. Additionally, the technical security systems that are being installed through the cooperative program need to be fully embraced by Russian managers and specialists. The report recommends the establishment of a ten-year indigenization fund of about $500 million provided by Russia and its G-8 partners as a new mechanism for gradually shifting the financial burden of MPC&A to the Russian Government.

Book excerpt: Over the past several years, the International Atomic Energy Agency (IAEA) has been working on a definition of 'nuclear security culture' so that it can be used as a tool to improve the physical protection of nuclear materials and facilities. A 2001 IAEA report titled 'Fundamental Principles of Physical Protection of Nuclear Materials and Nuclear Facilities' identified security culture as one of the twelve principles underlying fissile-material security. In February 2005, at a summit in Bratislava, President Bush and President Putin vowed to step up joint efforts to bolster nuclear security, pairing disciplined, well-trained, responsible custodians and protective forces with well-maintained security systems. In July 2005, a series of amendments to the Physical Protection Convention was approved elevating the status of security culture to that of a treaty obligation. Since that time, IAEA member states worked on a concept, definition and guidelines for developing and implementing a robust security culture at nuclear facilities worldwide. This NATO workshop presents the views of experts with the hope to contribute to the IAEA's work and facilitate nuclear security culture worldwide better. Issues include: Universality of nuclear security cultures; Nuclear security in a nation's culture; Differences and similarities between regions such as US, European Union, Japan, etc.; and The advantages of similarities between the regions.
