Book excerpt: Excerpt from British Interests and Activities in Texas, 1838-1846 The material for the lectures included in this volume was gathered by research in the Public Record Ofiice in London during the winter of 1907 - 1908. That time was spent in an examination of documents and correspondence connected with english-american re lations from 1815 to 1855, after which date they are inaccessible. Such papers are chiefly in the foreign office correspondence and, while they throw much light on many controverted points in history, they are nowhere more illuminating than in the matter of the British attitude toward the American annexation of Texas. 'hence the invitation of the Department of History of the Johns Hopkins University to deliver the Albert Shaw Lectures in Diplomatic History in May, 1909, seemed to be most opportune and I gladly pre sented there the result of my work relating to Texas.' This presentation is purely technical, and, while seek ing to meet doubtful points, it depends upon docu mentary substantiation only. It might be indefinitely elaborated by citations from secondary authorities, or greatly bettered by a more complete portrayal of contemporary conditions. The purpose of the lectures forbade this. The California chapter, previously printed in the American Historical Review, is added because of its intimate connection with the Texan question. This was the century of exploration and settlement for the big new land, and many thousands of people traveled its trails: traders, revolutionaries, missionaries, warriors, government agents, adventurers, refugees, gold seekers, prospective settlers, land speculators, army wives, and filibusters. Their reasons for coming were many and varied, and the travelers viewed the land and its people with a wide variety of reactions. Political and industrial revolution, famine, and depression drove settlers from many of the countries of Europe and many of the states of the United States. Some were displeased with what they found in Texas, but for many it was a haven, a land of renewed hope. So large was the migration of people to Texas that the land that was virtually unoccupied in 1761 numbered its population at 600,000 a century later. Several hundred of these travelers left published accounts of their impressions and adventures. Collectively the accounts tell a panoramic story of the land as its boundaries were drawn and its institutions formed. Spain gave way to Mexico, Mexico to the Republic of Texas, the Republic to statehood in the United States, and statehood in the Union was giving way to statehood in the Confederate states by 1860. The travelers’ accounts reflect these changes; but, more important, they tell the story of the receding frontier. In Travelers in Texas, 1761–1860, the author examines the Texas seen by the traveler-writer. Opening with a chapter about travel conditions in general (roads or trails, accommodations, food), she also presents at some length the travelers’ impressions of the country and its people. She then proceeds to examine particular aspects of Texas life: the Indians, slavery, immigration, law enforcement, and the individualistic character of the people, all as seen through the eyes of the travelers. The discussion concludes with a “Critical Essay on Sources,” containing bibliographic discussions of over two hundred of the more important travel accounts.

A scion of a pioneering Tennessee family, Donelson was a valued assistant and trusted confidant of the man who defined the Age of Jackson. One of those central but background figures of history, Donelson had a knack for being where important events were happening and knew many of the great figures of the age. As his uncle's secretary, he weathered Old Hickory's tumultuous presidency, including the notorious "Petticoat War." Building his own political career, he served as US chargé d'affaires to the Republic of Texas, where he struggled against an enigmatic President Sam Houston, British and French intrigues, and the threat of war by Mexico, to achieve annexation. As minister to Prussia, Donelson enjoyed a ringside seat to the revolutions of 1848 and the first attempts at German unification. A firm Unionist in the mold of his uncle, Donelson denounced the secessionists at the Nashville Convention of 1850. He attempted as editor of the Washington Union to reunite the Democratic party, and, when he failed, he was nominated as Millard Fillmore's vice-presidential running mate on the Know-Nothing party ticket in 1856. He lived to see the Civil War wreck the Union he loved, devastate his farms, and take the lives of two of his sons.

The outbreak of the US Civil War provided an unexpected opportunity for political conservatives across continents. On one side were European monarchs. Mere decades after its founding, the United States had become a threat to European hegemony; instability in the United States could be exploited to lay a rival low. Meanwhile, Mexican antidemocrats needed a powerful backer to fend off the republicanism of Benito Juárez. When these two groups found each other, the Second Mexican Empire was born. Raymond Jonas argues that the Second Mexican Empire, often dismissed as a historical sideshow, is critical to appreciating the globally destabilizing effect of growing US power in the nineteenth century. In 1862, at the behest of Mexican reactionaries and with the initial support of Spain and Britain, Napoleon III of France sent troops into Mexico and installed Austrian archduke Ferdinand Maximilian as an imperial ruler who could resist democracy in North America. But what was supposed to be an easy victory proved a disaster. The French army was routed at the Battle of Puebla, and for the next four years, republican guerrillas bled the would-be empire. When the US Civil War ended, African American troops were dispatched to Mexico to hasten the French withdrawal. Based on research in five languages and in archives across the globe, Habsburgs on the Rio Grande fundamentally revises narratives of global history. Far more than a footnote, the Second Mexican Empire was at the center of world-historic great-power struggles—a point of inflection in a contest for supremacy that set the terms of twentieth-century rivalry.
