Though scheduled to return on the afternoon of November 20, it failed to arrive. Three days later, the Australian cruiser was instructed to break wireless silence. There was no response. The following morning, November 24, search aircraft were dispatched. They were unable to locate the ship. That afternoon however, the Navy Office learned that German naval men had been recovered from a raft in the Sunda Strait-Fremantle Shipping lane. They claimed their ship had been sunk by a cruiser. In the days that followed, more German survivors were found, and all told the same story: they had been involved in an action with a Perth Class cruiser on November 19 and their ship, the auxiliary cruiser Kormoran, was set on fire and had to be abandoned. The cruiser they were involved with, later identified as Sydney, was last sighted as a glow on the horizon. Sydney and its entire complement of 645 officers and men were never seen again. As the invasion unfolded, the Allies pushed Axis forces into northeastern Sicily where a well-organized evacuation moved over 100,000 Axis troops, with equipment, to the Italian mainland. The central research question is: Did an opportunity exist for the Allies to trap and compel the capitulation of Axis forces during the Sicily campaign? Analysis of the invasion decision, the planning cycle, and the operation resulted in several conclusions. First, strategic guidance adequately promoted successful planning. Second, operational planning was disjointed and lacked senior ground commander involvement. Finally, Generals Eisenhower and Alexander did not communicate to their field army commanders a campaign strategic vision or commander’s intent, which led to two decisions that eliminated the possibility to trap Axis forces. Additionally, the newness of combined operational practices and differences in command relationships caused coordination problems that hindered operational responsiveness. Though Sicily was a tactical success, the Allies missed an opportunity to capture a substantial Axis force, which demonstrates the importance of commander’s vision and intent, cultivating unity of command in an allied environment and preserving the ability to exploit favorable conditions with an eye toward operational goals.

Despite huge power imbalances in the United States' favor, significant capacity-building efforts, and repeated tactical victories by what many observers call the world's best military, the wars in Afghanistan and Iraq turned intractable. The US government's fixation on zero-sum, decisive victory in these conflicts is a key reason why military operations to overthrow two developing-world regimes failed to successfully achieve favorable and durable outcomes. In Zero-Sum Victory, retired US Army colonel Christopher D. Kolenda identifies three interrelated problems that have emerged from the government's insistence on zero-sum victory. First, the US government has no organized way to measure successful outcomes other than a decisive military victory, and thus, selects strategies that overestimate the possibility of such an outcome. Second, the United States is slow to recognize and modify or abandon losing strategies; in both cases, US officials believe their strategies are working, even as the situation deteriorates.
