Book excerpt: This report investigates: the governance of the BBC's commercial arm, BBC Worldwide; the activities of BBC Worldwide, including programme sales, production, magazines and websites; BBC Worldwide's acquisition of Lonely Planet; and the possible partnership between BBC Worldwide and Channel 4. There are major benefits from the BBC undertaking commercial activities: the profits generated by the exploitation of the BBC's intellectual property can be reinvested in the BBC's public services, to the benefit of licence fee payers. But the manner in which some of the BBC's commercial revenue is generated, and the governance arrangements within which the BBC Worldwide operates, causes increasing concern. Worldwide has proved successful in recent years in exploiting new commercial opportunities, made possible by a loosening of the rules that govern the limits to its operations. However, there a balance to be drawn between Worldwide generating a return for the BBC, and limiting Worldwide's operations in order to ensure it upholds the BBC's reputation and does not damage its commercial competitors. Worldwide's minority stakes in overseas production companies, its controversial acquisition of Lonely Planet, and its growing portfolio of magazines, suggest that the balance has been tipped too far in favour of Worldwide's unrestricted expansion, jeopardising the reputation of the BBC and having an adverse impact on its commercial competitors. It is in the interests of the UK's creative economy as a whole that BBC Worldwide's activities are reined back. The BBC Trust should reinstate the rule that all BBC commercial activity must have a clear link with core BBC programming.

This book was released on 2016-02-11 with total page 65 pages. Available in PDF, EPUB and Kindle. Book excerpt: The BBC is an extraordinary national and global institution. Often one of the very few things people outside this country know about Britain is that it is the home of the BBC. The BBC's value lies not only in the organisation itself, but in its accumulated reputation, experience and goodwill, in its public service remit, and in its place at the centre of a vibrant broadcasting industry. It sets a standard in broadcasting quality, impartiality and independence that serves as a benchmark for others. For these reasons the BBC has a vast amount to contribute as an international standard of excellence in public service broadcasting. At a time when many media organisations are reducing their international coverage, relying on a few feeds and becoming more prone to crowd behaviour, there is a huge opportunity for the BBC to consolidate this global position. But the BBC also has a role as a beacon of enlightened values of openness, freedom of thought, toleration and diversity. As the world increasingly divides on ideological and sectarian grounds, it is vital more than ever today to preserve an educated public realm in which civilised debate and the mutually respectful exchange of ideas may flourish. What would it take to create another? It is very hard to imagine how it could be done. Yet this does not mean the BBC is beyond improvement, or secure from technological, financial or commercial challenge. First, its core activities are under serious commercial threat: from traditional competitors, from new online insurgents, from lower cost providers of access to high quality programming, among others. New technologies and ways of accessing programmes are pushing the BBC to consider long term alternatives to the licence fee. Secondly, the BBC is not well served by its often unwieldy bureaucracy, its internal politics, and a culture which has been criticised as arrogant and introspective. And finally, the BBC's Director General has argued that the licence fee is viable for the coming Charter period. But as commercial and technological pressures converge, as the BBC's market share continues to fall and a new generation consumes its media in innumerable new ways, there is the question whether or not the licence fee funding model can be sustained.

It is established by Royal Charter, it is independent and its principal source of funding is a universal licence fee. We think that the current review of the BBC's Royal Charter, to which our report contributes, provides an opportunity to ensure that the BBC remains the keystone of British broadcasting, plays a central role in the wider creative industries in the United Kingdom and continues to be respected across the world. The 'Reithian Principles' - to inform, educate and entertain - should be reaffirmed as the mission statement of the BBC and, within the BBC itself, given greater prominence. As the starting point for a new accountability framework, the BBC should adopt Ofcom's four general Public Service Broadcasting purposes - informing our understanding of the world, stimulating knowledge and learning, reflecting UK cultural identity and representing diversity and alternative viewpoints. In recognition of its privileged status, we believe the BBC should set the gold standard amongst the broadcasters in fulfilling the public service broadcasting (PSB) purposes. It should be an exemplar of value-driven broadcasting. We also expect the BBC to make a particular commitment to reflecting the nations, regions and all the diverse communities of the UK. The BBC executive should establish a new set of values in the next Charter period that permeate through the BBC and are apparent in all the content it produces. This new framework should replace the current multiple layers of accountability which have emerged over the last decade. Purpose Remits and Purpose Priorities should be scrapped. Service licences should be retained, simplified, strengthened and leave no room for doubt about the contribution of each service to the BBC's overall mission and values. The service licences must also encourage creativity.

Available in PDF, EPUB and Kindle. Book excerpt: Since the emergence of social media in the journalistic landscape, the BBC has sought to produce reporting more connected to its audience while retaining its authority as a public broadcaster in crisis reporting. Using empirical analysis of crisis news production at the BBC, this book shows that the emergence of social media at the BBC and the need to manage this kind of material led to a new media logic in which tech-savvy journalists take on a new centrality in the newsroom. In this changed context, the politico-economic and socio-cultural logic have led to a more connected newsroom involving this new breed of journalists and BBC audience. This examination of news production events shows that in the midst of transformations in journalistic practices and norms, including newsgathering, sourcing, distribution and impartiality, the BBC has reasserted its authority as a public broadcaster. This book was released on 2008-01-22 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: A Culture, Media and Sport Committee's oral evidence session on the BBC annual report and accounts 2006-07 was followed up with some written questions. The Committee has concerns about the structure and content of the BBC reply to those questions. In particular it is not clear why the BBC Trust takes different views on transparency of employee costs and on transparency of talent (presenters or actors etc) costs, and why grouping of payments in bands for one but not the other presents data protection or breach of confidence issues. The Committee also questions why viewing figures for BBC3 are given in three-minute reach figures rather than the standard 15-minute reach used throughout the annual report, and why the BBC3 figures excluding repeats of BB1 programmes were not provided. On Freesat, a joint venture to provide a national satellite-based free-to-view digital service, the failure to disclose the contribution of the licence-fee payer is held to be unreasonable. The Committee would like greater clarity about who speaks for the BBC: the Trust or Executive. Future responses should make clear where accountability lies for particular issues, and the BBC should take a more constructive approach to responding to Parliamentary scrutiny.

The BBC is our most important cultural institution, our best-value entertainment provider, and the global face of Britain. It's our most trusted news source in a world of divisive disinformation. But it is facing relentless attacks by powerful commercial and political enemies, including deep funding cuts - much deeper than most people realise - with imminent further cuts threatened. This book busts the myths about the BBC and shows us how we can save it, before it's too late.

Book excerpt: The third edition of International Communication examines the profound changes that have taken place, and are continuing to take place at an astonishing speed, in international media and communication. Building on the success of previous editions, this book maps out the expansion of media and telecommunications corporations within the macro-economic context of liberalisation, deregulation and privitisation. It then goes on to explore the impact of such growth on audiences in different cultural contexts and from regional, national and international perspectives. Each chapter contains engaging case studies which exemplify the main concepts and arguments.

Book excerpt: This book is the first full-length history of the BBC World Service: from its interwar launch as short-wave radio broadcasts for the British Empire, to its twenty-first-century incarnation as the multi-media global platform of the British Broadcasting Corporation. The book provides insights into the BBC’s working relationship with the Foreign Office, the early years of the Empire Service, and the role of the BBC during the Second World War. In following the voice of the BBC through the Cold War and the contraction of the British empire, the book argues that debates about the work and purposes of the World Service have always involved deliberations about the future of the UK and its place in the world. In current times, these debates have been shaped by the British government’s commitment to leave the European Union and the centrifugal currents in British politics which in the longer term threaten the integrity of the United Kingdom. Through a detailed exploration of its past, the book poses questions about the World Service’s possible future and argues that, for the BBC, the question is not only what it means to be a global broadcaster as we enter the third decade of the twenty-first century, but what it means to be a national broadcaster in a divided kingdom.
