Book excerpt: Recommendations by the National Council on Education Standards and Testing (NCEST) are provided concerning whether national standards and a system of assessments are desirable and feasible and how national standards and a system of assessments are to be developed and implemented. The NCEST found that the absence of explicit national standards keyed to world-class levels of performance severely hampers the ability to monitor the nation's progress toward the six national education goals. Without well-defined and demanding standards, American education has gravitated toward "de facto" national minimum expectations, with curricula focusing on low-level reading and arithmetic skills and on small amounts of factual material in other content areas. Most current assessment methods cannot determine if students are acquiring the skills/knowledge they need to prosper in the future. These assessments reinforce the emphasis on low-level skills and processing bits of data rather than on problem solving and critical thinking. It is concluded that high national education standards and a voluntary linked system of assessments are desirable and feasible mechanisms for raising expectations, revitalizing instruction, and rejuvenating education reform efforts for all American schools and students. The NCEST will work toward local commitment to high national expectation for achievement for all students, and toward developing Federal, state, and local policies that ensure high quality resources (instructional materials and well-prepared teachers). Acknowledgments; authorization for the NCEST; public comments; the six national education goals; and reports of the standards, assessment, implementation, English, mathematics, science, history, and geography task forces of the NCEST are appended. Available in PDF, EPUB and Kindle. Book excerpt: Structured schools, free schools, graded schools, ungraded schools, no schools at all—the conflicts over public education in America rage on, for contemporary schools have not lived up to our expectations. The essence of the criticism reflected in the essays in this volume is that America's dual educational goals—free inquiry and social mobility-are not being met. Instead of producing enlightened citizens capable of high social and economic mobility, our schools have become warehouses of children stored as commodities, docile and immobile.

Book excerpt: Manzer's comparative political study of schools in Australia, Canada, New Zealand, the United Kingdom, and the United States focuses on five fundamental problems in the historical development of Anglo-American educational regimes: the original creation of systems of elementary education in the nineteenth century as publicly provided and publicly governed; the transformation of secondary schools in the early twentieth century to match the emerging structure of occupational classes in capitalist industrial economies; the planning for secondary schools in the development of the welfare state after the Second World War; the accommodation of social diversity in public schools from the 1960s to the 1990s in response to increasingly strong assertions of ethnicity, language, race, and religion, not only as criteria for equal treatment, but also as foundations of communal identity; and more.

Available in PDF, EPUB and Kindle. Book excerpt: This open access book seeks to create a forum for discussing key questions regarding theories on teaching: Which theories of teaching do we have? What are their attributes? What do they contain? How are they generated? How context-sensitive and content-specific do they need to be? Is it possible or even desirable to develop a comprehensive theory of teaching? The book identifies areas of convergence and divergence among the answers to these questions by prominent international scholars in research on teaching. Initiating exchanges among the authors, it then evaluates whether consensus can be reached on the areas of divergence. The book concludes by discussing lessons learned from this endeavor and outlines steps that need to be taken for advancing future work on theorizing teaching. As such, the book is aimed at readers interested in an overview of the theorizing of teaching and key open questions that, if addressed, help to move the field forward.
