Book excerpt: This qualitative study explored the perceptions of elementary educators who participated in interagency collaboration with outside service providers to support students identified with an emotional disturbance. The study focused on the collaborative efforts between educators and behavioral health rehabilitation service providers, a specific type of agency service that exists in the Commonwealth of Pennsylvania. Subjects included educators from four southcentral Pennsylvania counties. In all, twenty-two educators participated in an electronic survey and five completed face-to-face interviews. The results suggested that while most educators perceived there to be value in collaboration, most have also experienced difficulties, and some educators held negative perceptions. Only one-third of educators believed that interagency collaboration was "always" or "usually" effective. The study also revealed factors that lead to effective collaboration; including individual, group, and organizational characteristics. Barriers were also identified and included challenges in the area of communication, as well as a lack of knowledge by educators. In addition, the study revealed that the perceived benefits of interagency collaboration included a better way to meet student needs and also that it provided a connection between the home and school. Results suggested the need for more training and/or professional development that focuses on the promotion of effective interagency collaboration as an evidence-based intervention for students with an emotional disturbance. The findings also suggested that organizational culture and leadership may positively influence educator perceptions of collaborative pursuits. Recommendations for further investigation into interagency collaboration are provided.
