Available in PDF, EPUB and Kindle. Book excerpt: 2019 Missile Defense Review - January 2019 According to a senior administration official, a number of new technologies are highlighted in the report. The review looks at "the comprehensive environment the United States faces, and our allies and partners face. It does posture forces to be prepared for capabilities that currently exist and that we anticipate in the future." The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. Some documents found on the web are missing some pages or the image quality is so poor, they are difficult to read. We look over each document carefully and replace poor quality images by going back to the original source document. We proof each document to make sure it's all there - including all changes. If you find a good copy, you could print it using a network printer you share with 100 other people (typically its either out of paper or toner). If it's just a 10-page document, no problem, but if it's 250-pages, you will need to punch 3 holes in all those pages and put it in a 3-ring binder. Takes at least an hour. It's much more cost-effective to just order the latest version from Amazon.com This book includes original commentary which is copyright material. Note that government documents are in the public domain. We print these large documents as a service so you don't have to. Available in PDF, EPUB and Kindle. Book excerpt: Defense against nuclear attack—so natural and seemingly so compelling a goal—has provoked debate for at least twenty years. Ballistic missle defense systems, formerly called antiballistic missile systems, offer the prospect of remedying both superpowers' alarming vulnerability to nuclear weapons by technological rather than political means. But whether ballistic missile defenses can be made to work and whether it is wise to build them remain controversial. The U.S.-Soviet Anti-Ballistic Missile Treaty of 1972 restricts testing and deployment of ballistic missile defenses but has not prohibited more than a decade of research and development on both sides. As exotic new proposals are put forward for space-based directed-energy systems, questions about the effectiveness and wisdom of missile defense have again become central to the national debate on defense policy. This study, jointly sponsored by the Brookings Institution and the Massachusetts Institute of Technology, examines the strategic, technological, and political issues raised by ballistic missile defense. Eight contributors take an analytical approach to their areas of expertise, which include the relationship of missile defense to nuclear strategy, the nature and potential applications of current and future technologies, the views on missile defense in the Soviet Union and among the smaller nuclear powers, the meaning of the Anti-Ballistic Missile Treaty for today's technology, and the present role and historical legacy of ballistic missile defense in the context of East-West relations. The volume editors give a comprehensive introduction to this wide range of subjects and an assessment of future prospects. In the final chapter, nine knowledgeable observers offer their varied personal views on the ballistic missile defense question.

This book was released on 2007 with total page 401 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Programmatic Environmental Impact Statement (PEIS) evaluates the potential environmental impacts of activities associated with the development, testing, deployment, and planning for decommissioning of the Ballistic Missile Defense System (BMDS). This PEIS considers the current technology components, assets, and programs that make up the proposed BMDS as well as the development and application of new technologies, and considers cumulative impacts of implementing the BMDS. A programmatic NEPA evaluation is the appropriate approach for projects that are large in scope, diverse geographically, and implemented in phases over many years. It provides the analytical framework that supports subsequent NEPA analysis of specific actions at specific locations within the overall system, i.e., tiering. The purpose of the proposed action is for the Missile Defense Agency (MDA) to incrementally develop and field a BMDS that layers defenses to intercept ballistic missiles of all ranges in all phases of flight. The proposed action is needed to protect the United States (U.S.), its deployed forces, friends, and allies from ballistic missile threats. The BMDS is a key component of U.S. policy for addressing ballistic missile threats worldwide.

Book excerpt: In 2002, the Dept. of Defense (DoD) began developing and rapidly fielding a global Ballistic Missile Defense System (BMDS) composed of elements that include radars, interceptors, and command and control systems. These elements are envisioned to be linked together to defend against a broad range of ballistic missile threats. In 2009, DoD began a broad review of missile defense policy and strategy intended to reassess the BMDS and set direction for the future. This report reviewed the extent to which DoD has: (1) identified the types and quantities of elements and interceptors it needs; and (2) established the units to operate elements that have been put into use. The author reviewed studies and other documents from the Missile Defense Agency.

Book excerpt: Since 2002, the DoD has spent over $80 billion on developing and fielding a Ballistic Missile Defense System (BMDS) comprised of various land-and-sea-based elements employed by multiple combatant commands and services. Since the time available to iontercept a missile is short, integrating training among all org. involved is important to connect seams where commands and elements must work together. This report assessed the exent to which DoD has: (1) developed a plan for integrating BMDS training across and among commands and multiple elements, and identified training roles, responsibilities, and authorities; and (2) identified and budgeted for the resources to support training. Book excerpt: The DoD has spent over $115 billion since the mid-1980s to develop a Ballistic Missile Defense System (BMDS) comprised of land, air, and sea-based elements -- such as missiles and radars -- working together as an integrated system. Since the cost to operate and support a weapon system accounts for most of a system¿s lifetime costs, the resources needed to fund BMDS could be significant as DoD fields an increasing number of BMDS elements. In 2005, DoD began planning to transition responsibility for supporting BMDS elements from the Missile Defense Agency to the services. This report assesses the extent to which DoD has: planned to support BMDS elements over the long-term; and identified long-term operation and support costs.

Available in PDF, EPUB and Kindle. Book excerpt: With the end of the Cold War and the visibility of U.S. Patriot missile defenses during the 1991 Gulf War, the cost and benefits of ballistic missile defense systems (BMD) need to be re-evaluated. In this detailed and balanced study, David Denoon assesses new types of short-range and intercontinental missile defenses. In the post Cold War era, two fundamental changes have made missile defense for the United States and its military forces more compelling: The United States and Russia no longer see each other as direct threats and there has been a dramatic proliferation of ballistic missile capability in the Third World. Consequently, U.S. forces deployed overseas are more likely to be at risk and, eventually, the United States itself could become vulnerable to missile threats. With these changes in mind, David Denoon analyzes the current BMD dilemma, arguing that active defenses against missiles should be seen as a form of insurance against catastrophe. He assesses the likelihood of missile attacks and the appropriate level of investment for the United States to defend against such attacks. The book provides an assessment of deterrence and the performance of the Patriot missiles during the 1991 Gulf War, critiques the Strategic Defense Initiative, and analyzes the prospects for new types of short-range and intercontinental missile defenses.

Book excerpt: As part of its effort to develop an integrated global ballistic missile defense (BMD) system, the DoD is modifying several Navy Aegis cruisers and many Navy Aegis destroyers for BMD operations. On Sept. 17, 2009, the Obama Admin. announced that it wants to set aside the Bush Admin¿s. proposed European BMD architecture and instead pursue a different European BMD architecture that would involve a significant use of land- and sea-based SM-3 interceptors and the Aegis BMD system. The issue for Congress in this report is: What should be the role of sea-based systems in U.S. BMD, and are DoD¿s programs for sea-based BMD capabilities appropriately structured and funded? Tables. Available in PDF, EPUB and Kindle. Book excerpt: This Background Paper describes and assesses current concepts for directed-energy ballistic missile defense in space. Its purpose is to provide Members of Congress, their staffs, and the public with a readable introduction to the so-called 'Star Wars'technologies that some suggest might form the basis of a future nationwide defense against Soviet nuclear ballistic missiles. Since these technologies are a relatively new focus for U.S. missile defense efforts, little information about them has been readily available outside the expert community. Directed-energy or 'beam' weapons comprise chemical lasers, excimer and free electron lasers, nuclear bomb-powered x-ray lasers, neutral and charged particle beams, kinetic energy weapons, and microwave weapons. In addition to describing these devices, this Background Paper assesses he prospects for fashioning from such weapons robust and reliable wartime defense system resistant to Soviet countermeasures. The assessment distinguishes the prospects for perfect or ear-perfect protection of U.S. cities and population from the prospects that technology will achieve a modest, less-than-perfect level of performance that will nonetheless be seen by some experts as having strategic value. Though the focus is technical, the Paper also discusses, but oes not assess in detail, the strategic and arms control implications of a major U.S. move to develop and deploy ballistic missile defense (BMD).
