Book excerpt: The Patriot and the Navy Area ballistic missile defense systems are expected to provide the lower tier of defense in an overall missile defense strategy, which includes the Army's Theater High Altitude Area Defense and Navy Theater Wide systems. These latter systems are designed to intercept targets at much higher altitudes (above the atmosphere) than the Patriot missile. Engineering and manufacturing development of the Patriot Advanced Capability-3 (PAC-3) missile was approved in May 1994. The original schedule called for initial fielding of the missile in 1998 and missile procurement through 2002. Several delays have occurred since that time. As of March 2000, initial fielding of the PAC-3 missile was planned for 2001, and missile procurement was planned through 2010. With the exception of the missile, all PAC-3 components are upgrades to existing Patriot components. The PAC-3 missile is based on the Extended Range Interceptor Technology program, in which the Department of Defense (DOD) explored the feasibility of developing a hit-to-kill missile. Under this program, the extended range missile was developed in a laboratory environment, prototype missiles were fabricated, and the missiles successfully intercepted three of four test targets. The Ballistic Missile Defense Organization, a DOD agency responsible for missile defense programs, provides overall management of the PAC-3 program, including its funding. The Army's Program Executive Office for Air and Missile Defense and the Patriot Project Office provide day-to-day management of the program.

The improvements of the launching station, enagement control station and the addition of a hit-to-kill guided missile interceptor are managed under the PATRIOT Advanced Capability-3 (PAC-3) Missile Segment Program, now three years into it's development contract. PAC-3 uses an extremely accurate on-board seeker and guidance system and an agile attitude control system to achieve a direct hit by the interceptor on the target. The hit-to-kill concept utilizes kinetic energy as its primary kill mechanism to disintegrate incoming tactical ballistic missiles and their warheads. PAC-3 is being executed within the most advanced defense acquisition reform policies. It uses the Integrated Product and Process Development (IPPD) concept with government/contractor Integrated Product Teams (IPT). Streamlining of the establishment of the product baseline has been achieved by mutual agreement on design review scheduling and content. Extensive use of state-of-the-art modeling and simulation as well as exhaustive component testing are in combination the mechanism which is building confidence that the hit-to-kill technology is ready for production and deployment. This will provide substantial advancement in Army Theater Missile Defense (TMD) Active Defense force dominance.

The system has evolved from its initial, basic design which provided defense against the air breathing threat in complex countermeasure environments with a single Patriot missile type to the Patriot Advanced Capability 2 (PAC-2) which provides defense against a combination of the air breathing and tactical ballistic missile threats utilizing four missile types. The Patriot Air Defense System continues to evolve to the Patriot Advanced Capability 3 (PAC-3) configuration which incorporates radar and communication upgrades as well as the Lockheed Martin Vought Systems (LMVS) PAC-3 missile, a fifth missile type. As part of this capability, scheduled to be fielded in 1999, the Patriot Project Office (PPO) and the Ballistic Missile Defense Organization (BMDO) have contracted with Raytheon for the integration of the PAC-3 Missile Segment into the Patriot Air Defense System. The goal of this program is to achieve a balanced design that provides a fielded capability which maximizes the kill potential of the PAC-3 missile while maintaining overall performance of the Patriot System. The modular hardware design and flexible software architecture of the Patriot Air Defense System supports a system design which meets this goal.
