Book excerpt: This book examines Australian colonial and foreign aid policy towards Papua New Guinea and Southeast Asia in the age of international development (1945–1975). During this period, the academic and political understandings of development consolidated and informed Australian attempts to provide economic assistance to the poorer regions to its north. Development was central to the Australian colonial administration of PNG, as well as its Colombo Plan aid in Asia. In addition to examining Australia’s perception of international development, this book also demonstrates how these debates and policies informed Australia’s understanding of its own development. This manifested itself most clearly in Australia’s behavior at the 1964 United Nations Conference on Trade and Development (UNCTAD). The book concludes with a discussion of development and Australian foreign aid in the decade leading up to Papua New Guinea’s independence, achieved in 1975.

Despite peacekeeping operations being criticised for their colonial underpinnings, our understanding of the ways in which colonial actors and ideas influenced peacekeeping practices on the ground has been limited and imprecise. In this multi-archival history, Margot Tudor investigates the UN's formative armed missions and uncovers the officials that orchestrated a reinvention of colonial-era hierarchies for Global South populations on the front lines of post-colonial statehood. She demonstrates how these officials exploited their field-based access to perpetuate racial prejudices, plot political interference, and foster protracted inter-communal divisions in post-colonial conflict contexts. Bringing together histories of humanitarianism, decolonisation, and the Cold War, Blue Helmet Bureaucrats sheds new light on the mechanisms through which sovereignty was negotiated and re-negotiated after 1945.

Mexicans are a relatively new addition to Australia’s multicultural society, and little is known about this group’s profile and why they choose to migrate to Australia. Groups such as Amnesty International, Human Rights Watch, and Médecins Sans Frontières send reporters to gather information and provide analysis and assign photographers and videographers to boost the visibility of their work. Digital technologies and social media have increased the potential for NGOs to communicate directly with the public, bypassing traditional gatekeepers. But have these efforts changed and expanded traditional news practices and coverage—and are there consequences to blurring the lines between reporting and advocacy? In NGOs as Newsmakers, Matthew Powers analyzes the growing role NGOs play in shaping—and sometimes directly producing—international news. Drawing on interviews, observations, and content analysis, he charts the dramatic growth in NGO news-making efforts, examines whether these efforts increase the organizations' chances of garnering news coverage, and analyzes the effects of digital technologies on publicity strategies. Although the contemporary media environment offers NGOs greater opportunities to shape the news, Powers finds, it also subjects them to news-media norms. While advocacy groups can and do provide coverage of otherwise ignored places and topics, they are still dependent on traditional media and political elites and influenced by the expectations of donors, officials, journalists, and NGOs themselves.
