Vanderburg reminds us that we have relied on discipline-based approaches for human knowing, doing, and organizing for less than a century. During this brief period, these approaches have become responsible for both our spectacular successes and most of our social and environmental crises. At their roots is a cultural mutation that includes secular religious attitudes that veil the limits of these approaches, leading to their overvaluation. What was long overdue by the end of 1987 was to sweep away the past contradictions and tergiversations, and try to make a new start on a more realistic basis. Thrkey has now applied formally to resume as a full member of the Community. How ever, as several chapters of this Report show, there are on both sides great reservations a bout membership, unless this were intended to take place only many years ahead. Political ly, the relationship between the Community and Turkey was damaged by the Cyprus and Aegean problems between Thrkey and Greece. It began to break down already in 1964, and the breach was widened by the events of 1974 in Cyprus, by Greece's ·subsequent rapid ac cession to the Community, and by the military take over in Thrkey in 1980. Since 1980 there has been a slow process of restoration of relations, marked by new elections in November 1983, and a gradual rehabilitation of Turkey's position in the Council of Europe by 1986, as Turkey strove to re-establish its credentials as a democratic state. Economically there were serious complaints on both sides about the working of the As sociation Agreement. In the Community it was feit that the economic policy of Thrkish go vernments prior to 1979 was in contradiction with the purposes of the Agreement.

In rising to become the first Asian and non-Christian world power, Meiji Japan (1868-1912) challenged this deeply-held conviction, and in so doing threatened racial and cultural hierarchies central to American ideology and foreign policy. To reconcile Japan's stature with American notions of Western supremacy, both nations embarked on an active campaign to construct an identity for the Japanese which would recognize Japan's progress and abilities without threatening Americans' faith in white, Christian superiority. Japanese efforts included reassurances in diplomatic exchanges and in the American press that their nation adhered to the central tenets of Western civilization, namely constitutional government, freedom of religion, and open commerce. Many anxious Americans eagerly accepted such offerings, and happily re-conceived the Japanese as adoptive Anglo-Saxons. As with the best new work in diplomatic history, in Outposts of Civilization Henning considers culture to be integral to understanding foreign relations. Thus in addition to official documents and press reports, he examines American missionaries' writings on the Japanese, and American and Japanese art and literature produced during the Gilded Age. In exploring the delicate and deliberate process of identity construction, and how these discourses on race and progress resonated throughout the twentieth century, Henning has produced a fascinating and important study of American-Japanese relations.
