Book excerpt: "The United States Code is the official codification of the general and permanent laws of the United States of America. The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. Book excerpt: The objective of this research is to develop a mathematical model and control algorithm for maintenance of the environmental system within the Controlled Environmental Research Chamber (CERC) located at the National Aeronautics and Space Administration (NASA) Ames Research Center, Moffet Field, CA. The hypobaric research chamber is currently undergoing renovation as part of the Human Exploration Development Project (HEDP), an effort on behalf of NASA for advanced life support research. A broad overview of the chamber is provided which includes a physical description, preliminary system hardware and associated performance, and potential experimental uses. A mathematical model of the chamber air mass is developed based on key energy and mass balances. Two methods of adaptive control have been implemented for the coupled control of temperature, composition, pressure and humidity within the closed environment. Simulations testing the control algorithm performance are conducted, including a sup and modified ramp response. The results of the simulations indicate the adaptive methods performed well for the model presented. Further research is required in refining the chamber model for algorithm optimization including integration of hardware dynamics.

It is clear that we need to reduce the emissions of carbon dioxide and other greenhouse gases from our atmosphere if we want to avoid greatly increased risk of damage from climate change. Aggressively pursuing a program of emissions abatement or mitigation will show results over a timescale of many decades. How do we actively remove carbon dioxide from the atmosphere to make a bigger difference more quickly? As one of a two-book report, this volume of Climate Intervention discusses CDR, the carbon dioxide removal of greenhouse gas emissions from the atmosphere and sequestration of it in perpetuity. Climate Intervention: Carbon Dioxide Removal and Reliable Sequestration introduces possible CDR approaches and then discusses them in depth. Land management practices, such as low-till agriculture, reforestation and afforestation, ocean iron fertilization, and land-and-ocean-based accelerated weathering, could amplify the rates of processes that are already occurring as part of the natural carbon cycle. Other CDR approaches, such as bioenergy with carbon capture and sequestration, direct air capture and sequestration, and traditional carbon capture and sequestration, seek to capture CO2 from the atmosphere and dispose of it by pumping it underground at high pressure. This book looks at the pros and cons of these options and estimates possible rates of removal and total amounts that might be removed via these methods. With whatever portfolio of technologies the transition is achieved, eliminating the carbon dioxide emissions from the global energy and transportation systems will pose an enormous technical, economic, and social challenge that will likely take decades of concerted effort to achieve. Climate Intervention: Carbon Dioxide Removal and Reliable Sequestration will help to better understand the potential cost and performance of CDR strategies to inform debate and decision making as we work to stabilize and reduce atmospheric concentrations of carbon dioxide.
