The fact that the ongoing COVID-19 pandemic is one of the deadliest pandemics in history cannot be overstated. First identified in Wuhan, China in December 2019, COVID-19 has been officially recognized by the World Health Organization has a global Pandemic since March 11th, 2020. As an emphasis of its severity, by May 2021, there were an estimated over 160 million cases of the virus confirmed across the world, but more importantly, the virus has been blamed for causing the death of over 3.33 million individuals. This is complemented by the far-reaching social and economic disruption that the virus has had on individuals, families, and communities across the globe. In the face of the ongoing COVID-19 pandemic, different governments have adopted varied strategies to control the outbreak each with their own strengths and weakness. To this end, South Korea and New Zealand are in record for embracing among the best responses to the pandemic in the globe. Descriptively, South Korea is on the record for being among the countries which adopted an aggressive early response to the pandemic, an element that has had impressive results for the country. Notably, the country is on the records for being able to flatten the curve for the pandemic without having to lock down the entire economy or issuing stringent stay-at-home orders, among other strict measures that should have marked the responses by a majority of other countries across the globe . Of particular significance, the response by South Korea to the pandemic has been threefold.

Both data sources indicate that the South Korean government clearly utilized social policy tools to mitigate the damage incurred by the pandemic. First, eight out of 32 social policy laws were explicitly designed in response to the pandemic. Sec-ond, an unprecedented four rounds of supplementary budgets were approved to protect both the economic and public health of the people. In light of the speed and the degree of political consensus vis-à-vis comparable years in the past, it is clear that South Korea's social policy response to Covid-19 was swift and bipartisan. Moreover, judging by the country's previous experience of turning “a crisis” into “an opportunity” for welfare expansion, the current pandemic has the potential to lead to a consolidation of South Korea's welfare state.

The authorities have been strengthening the system with micro and macroprudential measures against vulnerabilities, strengthening the crisis management framework, and upgrading the prudential and legal framework. The FSSA suggests moving toward a more forward-looking monitoring and systemic risk identification mechanism. The reliability of various stress tests could be augmented with advanced methods, system-wide monitoring, and testing the overall leverage related to residential properties, households’ resilience to adverse shocks, and sovereign contingent liabilities. Stronger focus is required on systemic risks emanating from securities market activities that can amplify contagion, including sudden redemption and liquidity pressures in the funds and asset management industry.
