Available in PDF, EPUB and Kindle. Book excerpt: Since the end of the Cold War, the proliferation of weapons of mass destruction has become much more prominent in U.S. national security and foreign policy planning. Revelations about Iraqi, North Korean, South African, and Israeli nuclear weapon programs, the possibility of a nuclear arms race in South Asia, and the multidimensional conflicts in the Middle East all point to the immediacy of this problem. Adding a dangerous new twist is the dissolution of the Soviet Union, a superpower armed with nuclear, chemical, and biological weapons whose successor states are wracked by economic crises and political instability. At least three main factors underlie this renewed emphasis on proliferation. First, the reduced military threat from the former Soviet Union has increased the relative importance of lesser powers, especially if armed with weapons of mass destruction. Second, certain international political and technological trends are increasing the threat to international security from proliferation. Third, new opportunities are opening for enhancing the current international regimes designed to stem proliferation. Since at least as far back as the l96Os, when it sponsored the Non-Proliferation Treaty (NPT), the United States has recognized that proliferation is a global problem and combating it requires high levels of international cooperation. This country has also exerted unilateral influence, successfully in several cases, to discourage proliferation; it will no doubt continue to do so. Nevertheless, placing priority on nonproliferation will require the further development and enforcement of international norms and behavior supporting that objective. International conditions today offer significant opportunities for such cooperation.

This text analyzes Chemical, Biological, Radiological, and Nuclear (CBRN) weapons and terrorist groups with a known interest in them. It presents accessible information about the technical challenges posed by each type of weapon, assesses the threats, and reviews the US governmental responses. It provides structured CBRN case studies and allows for easy comparison of threats, challenges, and responses. The text combines weapons and policy information in one comprehensive and comparative resource for researchers and students interested in key issues in modern terrorism and international security.

Available in PDF, EPUB and Kindle. Book excerpt: With our highly connected and interdependent world, the growing threat of infectious diseases and public health crisis has shed light on the requirement for global efforts to manage and combat highly pathogenic infectious diseases and other public health crisis on an unprecedented level. Such disease threats transcend borders. Reducing global threats posed by infectious disease outbreaks – whether naturally caused or resulting from a deliberate or accidental release – requires efforts that cross the disaster management pillars: mitigation, preparedness, response and recovery. This book addresses the issues of global health security along 4 themes: Emerging Threats; Mitigation, Preparedness, Response and Recovery; Exploring the Technology Landscape for Solutions; Leadership and Partnership. The authors of this volume highlight many of the challenges that confront our global security environment today. These range from politically induced disasters, to food insecurity, to zoonosis and terrorism. More optimistically, the authors also present some advances in technology that can help us combat these threats. Understanding the challenges that confront us and the tools we have to overcome them will allow us to face our future with confidence.

Available in PDF, EPUB and Kindle. Book excerpt: The Cold War phrase “weapons of mass destruction” continues to be used despite significant changes in international political cultures, military concepts of operation, and technology advances. Today, the term “weapons of mass destruction” (WMD) is used to address many things, from grams of ricin and barrels of industrial chemicals to megaton nuclear weapons. As a direct result of the decision to refer to all nuclear, biological, and chemical (NBC) weapons as well as biological, chemical and radiological (CBR) hazards as “WMD,” we have lost the ability to accurately develop, assess, and discuss policy concerns relating to the contemporary use of unconventional weapons on the battlefield and within the homeland. This book uses a public policy framework to examine how the U.S. government, and in particular the U.S. military, should address the potential use of unconventional weapons in the 21st century. It defines the problem, identifies the policy actors and reviews policy options. It discusses past policy efforts before offering a critical review of current strategies and how WMD issues are integrated into the current military Joint Operating Concepts (deterrence, cooperative security, major combat operations, irregular warfare, stability, and homeland security), and proposes new national framework for countering WMD. The aim is to answer such questions as what does counterproliferation mean and whether the U.S. government is adequately prepared to protect U.S. citizens and its armed forces from adversaries developing unconventional weapons.

A common argument runs through all of the papers: that, while complacency must be avoided, much of the post-Cold War focus among Western governments on the threat posed by weapons of mass destruction is alarmist.

Book excerpt: The Defense Science Board Summer Study report recognizes a "new and ominous trend transnational threat with a proclivity towards much greater levels of violence." The report states that transnational groups have both access to, as well as the motivation to use, weapons of mass destruction (WMD). Military and civil defense planners are increasingly concerned about possible state and non-state use of radiological dispersal devices (RDD) against U.S. forces and population centers abroad and at home.
