El interés por la conservación del patrimonio artístico y cultural de la humanidad y su globalización, acrecentado progresivamente a lo largo del último siglo, ha tenido consecuen¬cias inmediatas en las medidas de protección, reflejadas en las normativas —internacionales, continentales, nacionales—, en las diferentes legislaciones y en los organismos específicos encargados de estas tareas. Es mucho lo que se ha hecho; más aún lo que queda por hacer, sobre todo si pensamos que al inmenso patrimonio legado desde el pasado más remoto con toda su problemática, se une ahora el de las obras más inmediatas en el tiempo, las del siglo XX, que a pesar de su juventud —y tal vez quizás por ello— exigen una atención muy especial, al resultar ineficaces los criterios y metodologías tradicionalmente aplicados.
