Des Weiteren wird auf die Herausforderungen, die Kooperationspartner und die nötigen Kompetenzen der Fachkräfte näher eingegangen. Handelt es sich bei diesem Arbeitsfeld um eine leichte Arbeit oder gibt es hier Probleme und Belastungen, die in der Öffentlichkeit nur wenig bis kaum publiziert werden? Hört man den Begriff "Wohngruppe" oder "Kinderheim" wird er oft mit schwer erziehbaren Kindern und mit Eltern, die in der Erziehung versagt haben, in Verbindung gebracht. Was aber genau hinter einem Einzug in eine Wohngruppe steckt, wissen nur die Wenigsten. Es gibt zahlreiche Gründe und Lebensgeschichten, warum ein junger Mensch in einer Wohngruppe lebt. Nicht immer sind die Eltern das Problem, so wie es in der Öffentlichkeit häufig geglaubt wird. Wohngruppen sind nur ein kleiner Teil der HzE. Sie gehören zu den stationären Erziehungshilfen, wie auch beispielsweise die Pflegefamilien. Im Jahr 2008 waren bereits 60.347 Kinder und Jugendliche in Pflegefamilien untergebracht. Diese Zahl stieg bis 2017 81.4121. In Heimen sind laut Statistik noch mehr junge Menschen untergebracht als in Pflegefamilien. 2008 liegt die Zahl bei 68.629 und bis 2016 fand ein Anstieg auf 107.052 unter 18-jährige Menschen in Heimen statt. 2018 nimmt von 1 Million erzieherischer Hilfen für junge Menschen bis 27 Jahren die Vollzeitpflege 9% und die Heimerziehung 14% ein, so im Diagramm des Statistischen Bundesamts. Circa 7,5 Millionen Euro werden im Jahr 2018 mehr für HzE ausgegeben als im Jahr 20014. Diese Statistiken und Zahlen zeigen, dass immer mehr Erziehungshilfen benötigt und genutzt werden und somit auch die dafür benötigten Gelder massiv gestiegen sind. Die Öffentlichkeit hat aber zu wenig Wissen über dieses Arbeitsfeld der Sozialen Arbeit. Genau deshalb sollte auch die Heimerziehung beziehungsweise die Arbeit in Wohngruppen offener, transparenter und bekannter werden.

Dabei leisten die AutorInnen eine kritische Einschätzung der gegenwärtigen Lage der Kinder- und Jugendhilfe und insbesondere der Hilfen zur Erziehung und zeichnen den Prozess der Auseinandersetzung um die „Weiterentwicklung und Steuerung der Hilfen zur Erziehung“ nach. Anhand der ausführlichen Darstellung und Analyse der beiden grundsätzlichen Handlungsansätze in der Sozialen Arbeit (Soziale Arbeit im und mit dem Sozialraum einerseits und Einzelfallarbeit, u.a. Hilfen zur Erziehung andererseits) befasst sie sich mit der Frage, ob die von der Politik behauptete Kontroverse zwischen den beiden Handlungsansätzen fachlich gerechtfertigt ist. In diesem Kontext werden die beiden Handlungsansätze in ihrer Geschichte und Entwicklung und in ihren unterschiedlichen Konzeptionen dargestellt. Dabei ergibt sich außer einem klaren Plädoyer für die Erhaltung und konsequent fachliche Gestaltung der Hilfen zur Erziehung im Rahmen der Lebensweltorientierung die Erkenntnis, dass Soziale Arbeit generell – und insbesondere in Zeiten einer Neoliberalisierung des Sozialen – einer Individualisierungsgefahr unterliegt. Andererseits ist es aber innerhalb beider Ansätze auch heute möglich, diese Tendenz abzuwehren und als kritische Kraft dieser Gesellschaft zu wirken. Dieses Buch enthält neben der fachlichen, ideologischen und politischen Auseinandersetzung mit den neuen Steuerungsabsichten der Politik gegenüber den Hilfen zur Erziehung ausführliche Darstellungen bzw.
