Book excerpt: Planners can use urban growth boundaries to meet state and local growth goals. This report shows how urban growth boundaries can concentrate new development within mapped areas to ensure efficient delivery of urban services, preserve more open land and farmland, and prevent the costly and detremental effects of urban sprawl. The report defines various types of urban growth areas, discusses the criteria for mapping boundaries for these areas, and tells how to make the boundaries work. It features case studies of communities in four states.

Book excerpt: There are specific topics which, in microcosm, bring together many of the strands of a whole society. The pressures at work in responding to the problems involved in these topics both in implementing and retarding their resolution, provide a unique insight into the strains of our time. In many ways, the subject of growth controls is a prime exemplar of this species. Grouped under this rubric are all the environmental concerns which are increasingly prominent: the natural limits of land-holding capacity, the trade-offs between intensive land use, and the physical limitations of earth and space. But these elements, while far from being defined, are much more finite than the particulars at the other end of the spectrum that of the character and individual substance and way of life, which revolve around the level of intensity of land use. For example, as we near the end of the twentieth century, an increasing demand is heard for a return to the simpler, more bucolic environment. Just as the suburb replaced the city as the prime location so the suburb in turn finds it very difficult to compete against the lures of the countryside. The drive towards exurbia, and with is greater levels of decentralization, and with it greater levels of decentralization becomes a dominant theme, at least for the affluent. All these and many other elements are at work within the simple title of Growth Management.

Book Synopsis Spatial Patterns of Municipal Annexation and the Impact on the Cost of Police Services by : Kyle B. DeMaria

This book was released on 2015 with total page 92 pages. Available in PDF, EPUB and Kindle. Book excerpt: In cities with ample space to expand, municipal annexation is a versatile urban growth management tool because it can direct the location of future land development and population growth. However, limited research has addressed the cost of providing public services, specifically police services, in cities which have undergone varying spatial forms of municipal annexation. In this thesis, I test the hypothesis that there are costs associated with increasingly spatially fragmented forms of annexation. I perform regression analysis on two spatial descriptors of non-compact boundaries using a national sample of 119 United States cities for the period 1990 to 2010. The sample includes cities which exhibited a high areal growth rate exceeding 5% and a population threshold of at least 75,000 inhabitants across the study period. When controlling for both city-specific factors and national trends in police expenditure, I found no association at the 10% significance level to support a relationship between fragmented annexation and the costs of police services. This research shows that criticisms of fragmented patterns of annexation cannot be justified solely on the basis of increased police service costs.
Book Synopsis Managing Community Growth by : Eric Kelly
Download or read book Managing Community Growth written by Eric Kelly and published by Praeger. This book was released on 1993-04-30 with total page 274 pages. Available in PDF, EPUB and Kindle. Book excerpt: This work represents the first broad evaluation of the implications and impacts of community efforts to manage or limit rapid growth. It describes the major types of growth management programs, placing them for the first time in four categories. It also includes an evaluation of such related techniques as targeted capital investments, annexation policy, and public land acquisition. Also examined are the various costs and benefits---some obvious and some not---of growth management programs: development requirements, rate-of-growth controls, urban growth boundaries, mixed housing requirements, and regional planning. This important book will be of interest to scholars, researchers, and professionals in community and regional planning; local public officials, as well as builders, developers, and others in the development community.

Book Synopsis Managing Community Growth by : Eric Kelly
Download or read book Managing Community Growth written by Eric Kelly and published by Bloomsbury Publishing USA. This book was released on 2004-12-30 with total page 273 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite roughly thirty years of experience with growth management programs, which are basically land-use planning tools, most U.S. communities do not plan for how best to limit or manage rapid growth; in fact, most communities do not plan at all. In the absence of planning, land-use boards, regulators, and other governing bodies simply react to initiatives from the private sector. The result is predictably haphazard and does not allow communities to achieve such goals as protecting quality of life, attracting certain types of businesses while discouraging others, conserving wildlife or preserving open spaces, and so forth. In contrast, planning by managing growth can help a town or city achieve any number of goals. But it is a complex task. This book brings the benefit of state and local experiences with growth management to researchers, students, and particularly practitioners who seek guidance in these matters. Kelly provides a much-needed context from which any community can answer the following questions: Does growth management work? Is it appropriate for the community and the particular problems that it is trying to address? Is one type of growth management program more appropriate than another for our community? Will the program in question have undesirable (or desirable) side effects? What are the likely effects of adopting no growth management program at all? This work is invaluable for the citizen volunteers who sit on land-use boards, including planning and zoning commissions, conservation commissions, and inland wetlands agencies. In addition, it can aid mayors, city managers, and city councils in interviewing and selecting candidates for town planner.

Book Synopsis Annexation and Growth in the Desert by :
Download or read book Annexation and Growth in the Desert written by and published by . This book was released on 2014 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: The goal of my study is to investigate the effects of the administrative procedures and underlying political and economic forces on the process of municipal annexation in Arizona. Annexations play a key role in growth and land use planning. Theoretical insights are drawn from the economic and political theories by geographers and planners including Molotch, Logan, Esparaza and Rusk, and municipal policy makers. These perspectives provide background and data for understanding the impacts on the case study areas. Gila Bend and Buckeye are chosen as the case study areas because Phoenix metropolitan growth is shifting towards southwestern Maricopa County. The geography in the case study areas is changing by the rapid conversion of farmlands into residential developments. I introduce annexation as a growth management tool, comparing smart growth and sprawl, and the impact of limited water resources in arid environments. Methodologically, I researched annexation first-hand by proposing municipal annexation of about 7000 acres of land into Gila Bend. Empirical and qualitative data document this research. My study of the history of annexation in Arizona is part of my methodology. I emphasize the use of maps and photographs for improved spatial visualization. Research and literature suggest that municipal annexation is profit-driven by underlying economic and political forces. The economic drivers of annexation are municipalities, developers and stakeholders. Farmers usually oppose annexation, because they want to preserve their rural way of life. Many environmentalists seek to limit growth and annexation. Annexation is a very political issue and city officials ultimately control its success or failure. The sustainability of water resources in the desert for residential and/or farming uses is argued. The effects of annexation are seen in leapfrogged development and exclusionary zoning policies. The pros and cons of annexation are compared, and annexation laws are introduced..
Book Synopsis The Urban West by : James Benjamin Weatherby
Download or read book The Urban West written by James Benjamin Weatherby and published by Greenwood. This book was released on 1994 with total page 176 pages. Available in PDF, EPUB and Kindle. Book excerpt: Here is a comparative study of city politics and administration during a decade of rapid growth in the West (1978-1988). The book utilizes theoretical and applied approaches to the subject of urban governance and will be of interest to both scholars and practitioners in public administration and urban studies. The authors examine a wide range of urban issues: federalism, municipal reform, tax limitations, growth management, infrastructure financing, and economic development. They also provide case studies drawn from field interviews and site visits to illustrate how particular cities demonstrate the themes discussed (i.e. Boise, Idaho; Modesto, California; Tempe, Arizona; Reno, Nevada; Spokane and Tacoma, Washington; Salem and Eugene, Oregon; Salt Lake City, Utah; and Pueblo, Colorado). While the cities of the West are facing many pressures, they are also finding new and innovative ways to cope with these constraints, learning new ways to work with the private sector, neighborhood groups, and other governments.
