The purpose of this study was to examine the expenditures of the school districts in the Commonwealth of Virginia for the period of 2007 to 2017 and to determine what effect the level of expenditures had, if any, on student achievement at the state, region, and district level. The researcher found a negative correlation trend between per pupil expenditure and average Standards of Learning pass rate for students in Virginia, for students in the 19 school districts of Region VII in Virginia, and also for the students in a small rural district in Virginia. The researcher concluded that per pupil expenditure alone was not an accurate predictor of student achievement and that the socioeconomic status or poverty level of the student was a more reliable predictor of performance on SOL pass rate.

The current study did not put forward any hypotheses but did attempt to find the relationships between student achievement and total spending per pupil while considering other variables such as District Factor Groups as well as school enrollment. To address these research questions, the quantitative approach was deemed the best approach to the study, since it allowed the researcher to investigate the relationship between the data points. In a time when schools are faced with the task of making academic gains, funding is the cornerstone of alleviating academic barriers in rural and urban high schools. This study sought to determine if there was a relationship between per pupil spending and academic outcomes among rural and urban high schools in randomly selected school districts within Tennessee. School report card data was gathered from a sample of 169 rural and urban high schools from academic years 2012-2016, as a method to demonstrate academic gain. The data was collected from the Tennessee Department of Education's website and was segregated int rural and urban categories. Discrepancies in funding between high spending and low spending districts across the United States lead the researcher to ponder the question, "Does funding impact student achievement? " The researcher analyzed the following variables: (a) per student spending; (b) ACT composite scores; (c) graduation rates. Statistical analyses indicated significant relationships between per pupil spending and ACT composite scores in rural and urban high schools. The United States is charged with providing a quality education to citizens. All students should be afforded the same high-quality deliverance of services despite school funding.

Book excerpt: Abstract: The focus of this study was the relationship between the community context of schools and student achievement. This study also looked at the relationships between community context and school funding, and school funding and student achievement. The sample for this research was all 17 elementary schools in the South-Western City school district in Ohio. Community context was measured as a composite of income, wealth, family structure, and race. Student achievement was measured by Ohio Proficiency tests scores and student mobility, attendance and promotion rates. School funding was measured as total per pupil expenditures and the breakdown of the five areas of spending: building operations, administration, instruction, pupil support and staff support. School was the unit of analysis for these data. Data sources were state report card records, the national census, and county auditor records. The analysis included bivariate correlations, stepwise regression and structural equation modeling. Findings regarding the relationship between achievement and community context suggest that there is a relationship between income, wealth, and race on several of the indicators of student achievement. The findings comparing school funding, community context and achievement resulted in only one significant result suggesting a possible relationship between spending on pupil support and student mobility.

Usually extremes of data from a very few high-funding and low-funding states are cited in the media to construct the case that there is no relationship between economic inputs and academic outputs. This study, using average per-pupil expenditures and ACT data from all 50 states, showed a 0.54 correlation. When data were systematically reduced from 50 states to 35 to eliminate the highest- and lowest- spending states, the cost-benefit relationship improved to 0.69, accounting for 47% of the variance in ACT scores. For the 2009-2010 school year, the 35 states in the most predictive range spent from $8712 (Arkansas) to $14,531 per student. Per-pupil expenditures outside that range were not significantly predictive of academic achievement as assessed by the ACT scores of graduating senior in spring 2010.

Book excerpt: The purpose of this quantitative ex-post facto research study was two-fold: (a) to investigate the association, if any, between school spending and student academic performance, and (b) to identify what, if any, student and school-level structural characteristics mediated a relationship. Multilevel linear regression models were estimated to identify the association between total site-level per-pupil expenditures and school aggregated student academic growth measures in mathematics and ELA among 7th-grade students in Michigan for the 2018-2019 academic year. The data for 847 traditional public and charter public-school academies from 667 districts in Michigan were collected from the Michigan Center for Educational Performance and Information (CEPI). The final analytic sample consisted of 803 schools. The primary findings revealed that after controlling for student sociodemographic and school-level structural characteristic variables, on average, higher levels of per-pupil spending were associated with higher student growth percentile in mathematics and ELA. Specifically, a $1,000 increase in the level of per-pupil spending was associated with increases in the student growth percentile in mathematics and ELA. This study contributes to the existing body of research literature examining school fiscal resources and student academic outcomes. Theoretical and practical implications are discussed.
