Book excerpt: These hearing transcripts present testimony concerning the reauthorization of the Elementary and Secondary Education (ESE) Act, focusing on the English as a Second Language (ESL) and bilingual education provisions and implications of the act. Much of the testimony was from representatives, educators, and community leaders who voiced opinions about the efficacy of specific programs and activities funded by the Bilingual Education Act, a component of the ESE Act, particularly those items that they would like to see expanded, reformed, or improved. Testimony was heard from: (1) Representatives Toby Roth, Jose Serrano, Xavier Becerra, Bill Emerson, and Gene Green; (2) the president of the National Association for Bilingual Education; (3) a researcher in bilingual education; (4) an ESL program consultant; (5) a university professor; (6) the president of Learning English Advocates Drive; (7) an advocate of teaching English to limited English proficient (LEP) students in regular classrooms; (8) a medical doctor who attended bilingual classes as a secondary school student; (9) an advocate of reforming the Bilingual Education Act to emphasize the learning of English; (10) the Rural Alliance for Newcomers in Midwestern Schools; and (11) an advocate of English immersion programs for LEP students. Book excerpt: The leader in the growing bilingual special education field, this edited text offers future teachers, counselors, psychologists, and speech/language specialists an understanding of the major needs of bilingual children who also have disabilities. Chapter sequence highlights the connections between the common knowledge base, programs, and methodologies of special education and those of bilingual education, in order to explore ways to help exceptional children of Asian, African, Hispanic, and Native-American heritage succeed in today's increasingly inclusive educational settings. Throughout the text, the authors carefully balance a solid theoretical foundation with practical information that students can use in the classroom. Book excerpt: Research literature concerning the effects of incorporating the heritage languages of minority students into the regular school curriculum either as subjects or as mediums of instruction is reviewed. Program evaluations from Canada, the United States, and Europe consistently show that the use of a minority language as a medium of instruction for all or part of the school day entails no long-term loss in the development of academic skills in the majority language. There is also evidence that bilingual programs can both encourage minority parent involvement in their children's schooling and facilitate the development of minority students' academic skills. However, this pattern does not invariably emerge in the evaluation data, and further research is required to understand fully the complex interactions that appear to exist between language of instruction and a range of individual, educational, and social factors. Virtually no research data are available on the academic effects of teaching heritage languages as subjects, as opposed to using the languages as a medium of instruction. Also, because most program evaluations focus primarily on academic outcomes, little or no data are available on the impact of bilingual or heritage language programs on the educational system as a whole. Three major policy implications of the research are addressed. (Author/SW)

Available in PDF, EPUB and Kindle. Book excerpt: The assessment of young children's development and learning has recently taken on new importance. Private and government organizations are developing programs to enhance the school readiness of all young children, especially children from economically disadvantaged homes and communities and children with special needs. Well-planned and effective assessment can inform teaching and program improvement, and contribute to better outcomes for children. This book affirms that assessments can make crucial contributions to the improvement of children's well-being, but only if they are well designed, implemented effectively, developed in the context of systematic planning, and are interpreted and used appropriately. Otherwise, assessment of children and programs can have negative consequences for both. The value of assessments therefore requires fundamental attention to their purpose and the design of the larger systems in which they are used. Early Childhood Assessment addresses these issues by identifying the important outcomes for children from birth to age 5 and the quality and purposes of different techniques and instruments for developmental assessments.
