This report of the Transportation Research Board defines the maintenance management systems and decision making criteria used by transportation agencies for maintaining exposed bridge steel. Material selection criteria, surface preparation and application practices, quality control and quality assurance programs, and funding mechanisms are discussed in detail. The impact of recent and proposed environmental and worker protection regulations on current practice is reported. Information for the synthesis was collected by surveying state transportation agencies and by conducting a literature search. Responses to the survey, Appendix C to this document, are published on the Internet as NCHRP Web Document 11.

Book excerpt: The purpose of this project was to identify efficient and cost-effective methodologies for maintenance painting of steel bridges for MnDOT bridge crews to extend the service life of the coating system by at least five years before complete coating rehabilitation would be warranted. Five generic coating systems, chosen for their compatibility with existing MnDOT coating systems and minimal requirements for surface preparation and application, were applied over minimally prepared surfaces on two St. Paul bridges. Coating performance was evaluated annually over a three-year period through visual field observation following the MnDOT Steel Bridge Coating Condition Assessment Photographic Field Guide and MnDOT Bridge and Structure Inspection Program Manual. Adhesion testing was performed in accordance with ASTM D3359 in conjunction with the third-year evaluation. The results were photographed and documented in a matrix, identifying key performance characteristics. The predominant failure affecting two of the coating systems was delamination due to application over an anti-graffiti finish coat. Otherwise, each system performed to a standard aligning with the pre-established project goal for expanded serviceability of five years. Because developing a Bridge Maintenance Coating Program requires critical timing in the inspection process to identify existing coating condition, a Bridge Coating Repair Reference Table was developed to assist MnDOT crews with determining the appropriate preventive maintenance painting strategy based on condition and existing coating system. This work also determined that surface conditions demonstrating pitting with rusting, or surfaces with an anti-graffiti coating should not be addressed through maintenance painting but instead should be considered for coating removal and replacement.

Book excerpt: "Task 1 of this project was to survey the performance of coating systems for steel bridges in Missouri and to evaluate coating and recoating practices. Task 1 was led under the direction of Dr. Glenn Washer from the University of Missouri located in Columbia, MO. A specific literature review focused on current state-of-the-practice for overcoatings, bridge coating assessment and rating, deterioration rate modeling as well as the risk assessment for overcoating. A new coating evaluation guideline was created to meet the needs of bridge maintenance in Missouri. Finally a field survey was carried out onto the existing bridge coatings across 10 Missouri Department of Transportation (MoDOT) districts and 26 counties. It was found that system S and G perform very well in many of the situations observed. The survey indicated that in many cases system S overcoatings are providing service life extension for the coating system, with some early failures resulting from severe exposure to deck drainage and corrosion. Deck condition, drainage, and joint conditions were found to be the dominate factor in deterioration of the coating system, regardless of the age of the coating. Task 2 of this project investigated the performance of new types of coating technologies on bridge corrosion mitigation and was led under the direction of Dr. John Myers from the Missouri University of Science and Technology located in Rolla, MO. Twelve coating systems including MoDOT system G were evaluated through several laboratory tests to study and predict the field performance and durability of new coating technologies. The new coating systems investigated in this study involved polyurea, polyaspartic polyurea, polysiloxane polymers and fluoropolymer. To date, these coating system technologies have not been used as a steel structural coatings system in the State of Missouri by MoDOT. The laboratory tests consist of freeze-thaw stability, salt fog resistance, QUV weathering and electrochemical tests. The comparison study was carried out to benchmark and understand the pros and cons of these new coating systems. In addition, two coating systems served as overcoating studies for lead-based paint systems representative of older existing bridges in the state of Missouri. These overcoating systems were evaluated using an accelerated lab test method and electrochemical test. The performance of the existing MoDOT calcium sulfonate (CSA) overcoating system (system S) was also studied within the test matrix for comparative purposes. The test results show that moisture cured urethane micaceous iron oxide zinc/polyurea polyaspartic is a promising coating system for recoating of new steel bridges and that aliphatic polyaspartic polyurea can also be applied on existing coatings after the surface is properly prepared"--Technical report documentation page.

This included low pressure water washing and mechanical removal of loose paint and rust using power tools. Results indicate varying performance between the coatings tested.

Book excerpt: This report presents findings of a survey and laboratory evaluation of materials and techniques for cleaning and painting chloride-contaminated weathering steel bridges. Laboratory techniques suitable for field usage were developed for assessing the conductivity and chloride level of prepared surfaces. The following cleaning techniques were evaluated for their effectiveness in removing chloride from corroded and pitted plates: air abrasive wet blasting, dry blasting (including alternative abrasives), dry blast and rinse sequences, pressurized water jetting, power tool cleaning, hand tool cleaning, and chemical strippers. Eight coating systems, including organic and inorganic zinc, high-solids epoxies, thermal spray zinc, oil/alkyd, and petroleum wax were selected for laboratory evaluations. They were applied over laboratory and bridge specimens of weathering steel having various levels of chloride contamination using four preparation techniques: wet and dry blasting, power tool and hand tool cleaning. The coatings were exposed to salt spray, immersion in deionized water, and a composite test incorporating ultraviolet radiation, condensation, and freeze-thaw conditions. Based on these tests, and other considerations, the four surface preparation techniques and the following eight systems were selected for multisite 5-year bridge and test fence evaluation: epoxy zinc-rich, urethane zinc-rich, epoxy mastic, thermal spray zinc, three inorganic zincs (conventional and low-VOC ethyl silicate, and water-borne alkali silicate) and oil-alkyd control. Preliminary guidelines were developed for weathering steel maintenance options of no painting, painting corroded areas only, and painting entire structure.

Book excerpt: A large percentage (88%) of state Departments of Transportation have changed their paint specifications since 1969; primarily for increased durability, conformance to new health and environmental regulations, and faster drying. The use of zinc-rich primers and vinyl paints has increased greatly. Surface preparation is considered the most critical factor for achieving durability. Health and environmental concerns are expected to continue to have a major impact on highway steel maintenance practices. The principal factors are limitation of the amount of volatile organic compounds (VOC) released during painting and restriction of the use of lead and chromate inhibitive pigments. While there are concerns about worker safety during sandblasting, these generally can be overcome by providing individual worker protection or by using an alternate surface preparation method. The final regulations limiting VOC emissions have not been defined. A local restriction for California of 250 grams per liter of coating is scheduled for 1982 and is planned to go to zero by 1984. Similar restrictions can be expected in other areas and will greatly limit the types of coatings that can be used. Only high solids and waterborne systems can be expected to meet this type of restriction. While such coatings are being developed, none have been tested sufficiently to warrant a recommendation for general use.
