The Latino ethnic group is increasing in the United States, therefore it is important to learn more about this group and identify issues impacting Latino youth. This research project aimed to identify the risk factors predisposing Latino youth to engage in delinquency. It also compared the effects of family and individual level interventions. A total of 46 scholarly articles were utilized to gather information about Latino youth risk factors and interventions being implemented with such population. Three influential factors were found among the literature to have an impact on a Latino's youth predisposition to engaging in delinquency. These included individual and family characteristics, and socio-cultural context. These factors demonstrated to be interrelated and influence the likelihood of a youth engaging in delinquency. Family level interventions were found to be more effective in targeting delinquency among Latino youth when compared to individual level interventions. Family level interventions showed that families and adolescents benefit from these approaches in which parents are taught effective parenting skills and youth are provided with life skills.

At least 4 focus groups, composed of no less than 6 and no more than 15 participants, were conducted at each of the 6 urban sites. In spite of the variations in Hispanic subgroup membership of the focus group participants, the findings from these sessions suggested one clear, salient conclusion: cultural protective factors play a critical role in buffering Hispanic girls from risky and damaging behaviors, such as delinquency, depression, pregnancy, and substance abuse. This report also offers recommendations to address the serious risks facing Hispanic girls. Focus group participants confirmed the need to develop culturally appropriate programs and messages for Hispanic girls and their parents. Book excerpt: Abstract: While there is growing evidence regarding the relationship between family and peer risk factors and delinquency, researchers have paid little attention to the tracking of family and peer risks and needs by subgroups (e.g., gender, ethnicity, and the timing of onset for delinquency) among youth who are currently involved in the juvenile court system. Particular combinations of subgroups among court-involved youths often suffer from more serious and continued problematic family related and peer related difficulties, all of which are preceding risk factors for delinquency. Furthermore, while there has been some awareness of the impact of neighborhood settings on family and peer related risks, the relationships among variables in this population have not been properly and concurrently examined in the court-involved youth. A final convenience sample of 1,086 youth who came to the attention of four county juvenile courts in Ohio was used in the first set of data analyses conducted as part of this study. Current family and peer risk levels were measured through use of version 1.0 of the Global Risk Assessment Device (GRAD). For the second set of data analyses, neighborhood information obtained from the 2000 National Census was utilized to examine the impact of neighborhood settings on these risks among court-involved youth. The results demonstrated that there were differentiated levels of family risks according to gender and ethnicity, and various levels of peer risks according to subgroups associated with gender, ethnicity, and onset for delinquency group after controlling for the current age of the youth, household composition, and transitional risks score. The Hierarchical Linear Modeling (HLM) Analyses revealed that there were significant between-neighborhood variations in family and peer related risks. The results of the HLM analyses demonstrated that the neighborhood economic disadvantage variable (through use of the 2000 National Census) was associated with family and peer related risks after controlling for individual characteristics variables.

Book excerpt: The qualitative content analysis was conducted from a literature review to explore the indicators associated with juvenile delinquency among minority adolescents. Most studies utilized open-ended questions and/or self-report surveys that were administered by researchers. Researchers identified independent variables such as socioeconomic status, parenting behaviors, neighborhood characteristics (poverty level, crime rate), levels of assimilation, racial discrimination, and other negative life events (parental substance-abuse and death of parent) to explain the nexus between environmental factors and juvenile delinquency among minority youth. The findings indicate that major factors that contribute to juvenile delinquency are racial discrimination, lack of familial relationships, and exposure to violence is disadvantaged communities. The literature view of therapeutic treatment indicate that this population responds positively to cognitive-behavioral for trauma in schools (CBITS), functional family therapy (FFT), and Big Brother/Big Sister (BBBS) mentoring program delivered by culturally sensitive practitioners. Many of the youth entering the justice system are youth who are affected with numerous social factors in disadvantaged communities. Social workers should be aware of the societal disadvantages minority youth experience to be able to assist them appropriately. Social workers should advocate for policy that promotes alternative treatment options rather than incarceration.

Book excerpt: Although criminological research has provided support for the relationship between victimization and delinquency more broadly, little is known about the relationship between victimization and delinquency (i.e. the victimization-delinquency overlap) among certain ethno-racial minorities, including Latino adolescents. Among Latinos, important cultural factors include familial support, immigration, and acculturation/enculturation. Previous research has emphasized the importance of taking into account stressors related to immigration and the acculturation process. These findings highlight the importance of examining these cultural factors to further our understanding of the victimization-delinquency overlap among Latino youth. Extending this body of literature to include factors salient to Latinos is particularly timely given the recent rapid growth of this population in the United States. One approach for conceptualizing the victimization-delinquency overlap is to examine the relationship within a general strain theory (GST) framework. However, there are several gaps in the GST literature that this study intends to address. First, a more nuanced, culturally-sensitive understanding of the victimization-delinquency overlap among Latino youth will be gained from the proposed study. Second, the concept of victimization will be expanded to include a measure of polyvictimization, which has not been examined in previous GST studies. Finally, this study proposes to evaluate the role of several key emotions as mediators in the GST process. The findings of this study are important for shaping policy and clinical practice, including school- and family-based interventions, and mental health treatment. The overarching goal of research on the victimization-delinquency overlap, and GST more specifically, is to better understand how victimized individuals go on to commit crime and thus develop prevention programs to dissuade criminal behavior. It is important to consider, however, that a one-size-fits-all approach to crime prevention may not be most effective. Thus, incorporating cultural factors into the study of GST among Latino youth can help elucidate which cultural factors protect these adolescents from engaging in criminal activity and provide recommendations for relevant crime prevention policy.
