Book excerpt: An excerpt from the Author's Preface: This manual is intended for the use of those who desire some knowledge of statistical methods and statistical results without going deeply into technicalities or undertaking mathematical analysis; it is hoped that it will be of service to all who have occasion to use statistics in their own business or profession, or who take an intelligent interest in public affairs. It is also designed as a first course in statistics for students who wish to proceed further in the subject and, if it serves its purpose will stimulate interest in the many fascinating problems that await solution, and that can only be attacked by the methods of modern mathematical statistics. The first part deals with elementary methods and with such technical terms and ideas as are indispensable in the handling of numbers on a large scale. In the second part the origin of many groups of public statistics is shown, their adequacy is criticized, and some of the more interesting results which are based on them are briefly summarized. This part is intended as a guide to official statistics, not as a compendium or dictionary of them; and the problems attacked are given rather as illustrations than as substantial contributions to knowledge. To facilitate the use of the book in the hands of teachers a number of exercises of various degrees of complexity are given in Appendix I. Every serious student of commercial or public affairs should be acquainted with the nature of the contents of the Statistical Abstract of the United Kingdom; to promote this knowledge, and because many pages of headlines and figures would otherwise have been necessary, a large proportion of the examples relate to tables in the Abstract for 1909, for which future or earlier abstracts can readily be substituted. Appendix II contains a short list of Blue Books which should be easily accessible in the Library of every institution where the subject of statistics has a place in the curriculum.

The book may not be enough to serve as a formal text-book, but it is a good book to put into the hands of students or of others who are entering upon their statistical apprenticeship. Some of the fundamental criticisms of English statistics should be useful to all statisticians. We greatly need a book dealing in similar fashion with American statistics or, better yet, with official statistics in general.

Two further editions have been issued in which the text was revised without any important alteration, and an Appendix added dealing with the second approximation to the normal curve of error, and sub sequently some pages of addenda were circulated. In the present edition Part I remains substantially as it was in 1901, except that Section III of Chapter III has been replaced by a new illustration, the chapter on Averages has been rearranged, a chapter on the measurement of dispersion takes the place of the former Chapter V, in Chapter IX the treatment of retail index-numbers has been reconsidered, and the second section of Chapter X has been recast. At the same time those parts of the text which were out of date have been replaced by more modern material and the whole has been revised, but with as little alteration of the original as possible, since a revised version may by too much attention to detail destroy the balance of the original. On the other hand, Part II has been completely rewritten and considerably extended, both by the more detailed and extended treatment of theory and by the addition of a number of examples which illustrate the arithmetical use of the formulae and Show the scope of the application of the theory. For the convenience of those who possess the earlier edition, to whom the revised Part I contains little that is new, Part II is issued separately while for those whose mathematical know ledge is too slight to allow them to follow the treatment in Part II in its new form Part I is also issued separately. But the two Parts together are essentially one book with a common index and with cross references from one to another.
