Book excerpt: This book aims to make a contribution to the theory, research and practice on quality and equity in education by providing a comprehensive overview of these two dimensions of educational effectiveness and proposing a methodological instrument that may be used to measure the contribution that each school can make to promoting equity. The importance of using this instrument is demonstrated by analysing results of various effectiveness studies conducted over the last decade. The book draws upon research across the world, especially research conducted in the Europe, the United States, and Australasia. It is shown that promoting equity has no negative effect on the promotion of quality. The importance of using this methodological instrument to identify factors that promote both quality and equity at different educational levels (i.e. teacher, school and educational system) is stressed. The book also demonstrates how we can measure stability and changes in the effectiveness status of schools over time in terms of fostering quality and equity. In addition it underlines the importance of identifying factors measuring changes in the effectiveness status of schools in terms of equity and points to the alternative strategies that can be used at school and system level. In our attempt to encourage the further development and use of this methodology for school improvement purposes, we demonstrate how experimental studies can be conducted to discover whether and under which conditions the proposed methodology can help schools promote both quality and equity. In addition, the norm-referenced approach to evaluation is not appropriate for a diverse student body. Problems in student evaluation include: each institution and teacher establishes private performance norms, the criteria for performance are seldom clearly articulated, and grades awarded depend primarily upon one student's performance relative to another. Responses to the issue of educational quality and to the underlying complexities of evaluation and grading are recommended. Attention is directed to: the need to recognize different types of competence and knowledge, the fact that standards should vary for different individuals and objectives, and the need to articulate evaluation criteria, methods, and evidence. Book excerpt: In September 1991, the National Assessment Governing Board (NAGB) announced standards for basic, proficient, and advanced achievement in mathematics and reported that few American students had reached these standards. Expert reviewers noted technical problems with the NAGB approach and questioned its results. In this report, the NAGB standard-setting approach and ability to provide policy guidance to the National Assessment of Education Progress (NAEP) are examined. The NAEP test-score standards set in 1990 were evaluated by examining the adequacy of item-judgment procedures and by studying whether the evidence supported NAGB's interpretation of the NAEP scores selected for each level. The investigation found that the standard-setting approach was procedurally flawed, and that the interpretations of the resulting NAEP scores were of doubtful validity. The NAGB improved its procedures substantially in 1992, but the issue of the validity of interpretation remains. The report concludes that the NAGB approach is unsuited for the NAEP. Alternative approaches are reviewed, but it is apparent that their use will be difficult as the NAEP is currently designed. Specific recommendations are given to help implement these alternative approaches. Six tables and three figures illustrate the discussion. Appendixes include comments from the U.S. Department of Education and from the NAGB, a summary description of the NAEP and other supplementary materials. A four-part bibliography is provided.
