Book excerpt: This volume covers a study of the utility of alternative (i.e., non-multiple choice) forms of student assessment for vocational education, the primary objective of which was to describe various alternative assessments currently available and offer criteria for choosing among them. Six operational programs were used as case studies; each employs one or more constructed-response measures, and together they represent a range of assessment options. Each was critically reviewed based on descriptive materials, research literature, interviews, and, in four cases, site visits. The evaluation focused on comparing the different assessments' quality (reliability, validity, fairness), feasibility (cost, time, complexity, credibility), and potential usefulness for vocational educators. Design and implementation issues important to any decisions about using alternative assessments were determined (e.g., the need to clarify the assessment's purpose), as well as related issues (e.g., the relative advantages of low versus high stakes, voluntary versus mandatory participation). Illustrations are given of how vocational educators can use this review as an aid in determining the usefulness of the alternatives for a particular situation.

Book excerpt: This report presents the findings from a study designed: (1) to determine the current availability and utility of student outcome statistics in the nation; and (2) to examine the feasibility and desirability of nationwide institutional reporting of student outcome data. Following an introductory section on the purposes of the report and the approaches taken, section II addresses the desirability of student outcome data, focusing on the utility of the information and the necessary properties of outcome statistics. Section III explores sources of available data on postsecondary student outcomes and describes current capabilities for reporting institutional-level student outcomes, examining both institutional and state capabilities as well as other sources. Section IV discusses problems with institutional-level student outcome reporting, examining the quality of data that are currently available and the current and prospective uses of these data. Section V identifies those aspects of student outcomes statistics that require definitional specificity and describes data collection procedures and methodologies that could minimize the various problems of student-outcome reporting and produce useful and meaningful institution-level data. Finally, section VI summarizes the report and formulates conclusions concerning the desirability and feasibility of different approaches for obtaining student outcome information. Suggestions for specific actions that must be initiated if meaningful institution-level student outcome data are to be a reality for all postsecondary institutions in the nation are provided. Appendices include technical notes and summaries of definition working group meetings. (14 references) (GLR)

Book excerpt: An in-depth investigation into career-related programmes in American secondary schools and two-year further education colleges is given in this book. In addition to reviewing evidence on the effectiveness of vocational coursework, the authors analyse programmes involving students who study and work simultaneously, including co-operative education, youth apprenticeship and school-based enterprise.; Chapters deal with the problems encountered in the school-to-work transition: the preparation necessary not only for this transition but for changes encountered when jobs end abruptly, and issues covered include combining school-based and work-based learning and teaching and linking secondary with post- secondary education. Research on programmes involving students simultaneously working and at school, including non-school-supervised employment is also covered, as is co-operative education, which places students in jobs related to their fields of study. The traditional elements of post-school education and training are discussed together with an investigation into newer approaches including career academics and career magnet schools and programmes bridging secondary and post secondary education. Additionally, selected studies of programmes for out- of-school youth are reviewed.; To conclude, the authors consider new school-to-work systems and whether specially designed programmes for the "non-college-bound" students would be stigmatised as second best, or if an alternative programme could maintain an option for students to attend four year colleges and universities, the latter making the design and operation of school-to-work systems more difficult. Of interest to administrators, teachers, policy makers, analysts and employers, the findings in this book will shed light on the viability of new school-to- work initiatives currently being implemented in the UK, Europe and USA.

Available in PDF, EPUB and Kindle. Book excerpt: This background paper provides a picture of general progress in vocational education assessment instruments and policies. Chapter 1 explains the paper's purposes and presents a summary of its contents. Chapter 2 traces the evolution of federal accountability requirements in vocational education law and explains the intent of the 1990 provisions. Chapter 3 profiles current state testing and assessment policies in vocational education. It analyzes how state assessment policies and practices are changing in response to Perkins Act requirements and considers how these changes could affect both other reforms in vocational education and the nature of learning and instruction in vocational education itself. Chapter 4 describes some testing and assessment resources available to measure various kinds of occupational skills, including tests developed by three main vendors. Chapter 5 explores alternative approaches for defining, teaching, and measuring broad technical skills and highlights issues that should be considered in moving toward assessments that meet needs identified by Congress. Chapter 6 describes how the U.S. Department of Education has implemented performance standards. One appendix lists legislative milestones related to accountability in federal vocational education programs. Another appendix explains acronyms. (YLB)
