Two related models for the Japan Maritime Self-Defense Force (JMSDF) are considered for pilots just out of the training pipeline and for fully qualified pilots. Explicit measures of effectiveness that update pilot currency are used, while instructor and aircraft availabilities create resource restrictions. The models are implemented in the GAMS language and solved with the ZOOM solver, using simulated data which include up to 19 pilots. A typical model with 477 constraints and 129 variables is solved in 2.30 seconds on an IBM 3033AP. In addition, a training squadron model in the United States Marine Corps is considered. The approach is similar to the JMSDF models, except that a student must be assigned an instructor and there is a difference in training policy. The model is formulated using GAMS and solved with ZOOM solver, using the data from the training squadron HMT303, Camp Pendleton, CA. The data includes 11 student pilots and 15 instructors. A typical model with 146 constraints and 984 variables is solved in 23.5 seconds on an IBM 3033AP.

The model is designed as a decision aid for squadron operations officers in the planning of monthly flight schedules with the goal of maximizing squadron combat readiness by maximizing a weighted sum of readiness levels over all mission areas. Squadrons in each aviation community try to maximize readiness by flying training 'events', subject to certain restrictions including: limited funding, limited availability of training facilities, a required number of aircraft per flight, flight time equity among pilots, and maintaining minimum levels of readiness in each mission area. An integer programming model, applicable to most squadron types, is implemented on a PC to maximize squadron readiness subject to those restrictions. The model is programmed in the GAMS language and solved in 5 minutes on 80486/33MHz computer with the XA solver. The output is a matrix of pilot-to-event assignments and shows the projected squadron readiness following the implementation of the proposed monthly schedule.

The generation of a daily flight schedule (DFS) requires the proper coordination of resources within established time windows, This research provides a decision support tool to assist in the generation of the DFS. Three different priority rules are investigated for determining an initial ordering of flights and a shifting bottleneck heuristic is used to establish a candidate DFS. A user interface allows a scheduler to interact with the decision support tool during the DFS generation process. Furthermore, the decision support tool provides the capability to produce a weekly schedule for short-term planning purposes as well as the entire flight training program schedule for long- term planning purposes.

Book excerpt: Air Force fighter pilots, in order to remain combat qualified, must complete flight training every 6 months as specified by Tactical Air Command Manual (TACM) 51-50. Presently, scheduling is manual. As a result, pilots do not receive an optimum flow of training and often do not complete their required training. We propose a computer model, and integer program, based on branch and bound techniques to solve the problem on a micro-computer. The model includes complicating constraints such a screw rest restrictions and absences from duty and ensures that each pilot receives at least a minimum, or no more than a maximum, number of lights per week. Our method involves relaxing some of the constraints (e.g. crew rest constraints) to obtain a network flow problem. We tighten the relaxation by solving small set covering problems derived from the relaxed constraints. The model was developed and tested on an IBM personal computer.

This thesis investigates the development of decision aid to assist 6916ESS Electronic Security Squadron schedulers develop schedules and make changes to existing schedules. The adaptive design methodology in decision support systems development is used in the construction of this decision aid. This decision aid integrates and extensive data base and spreadsheet system to assist schedulers develop and maintain schedules and other scheduler functions such as: flight orders preparation, 30 and 90 day flight hour computations, and recurring training. The system is built using a Zenith Z-248 microcomputer and an integrated word processing, spreadsheet, and data base software package.

Squadrons currently use an ad hoc method for scheduling training. This thesis develops a mixed integer program to plan monthly sorties, as a decision aid for squadron operations officers. The goal is to maximize squadron combat readiness by minimizing the number of aviators not fully combat-ready, subject to the number of flights available. The model is programmed in the GAMS language and uses a spreadsheet interface for both input and output. It is typically solved in 10 minutes on a Pentium 120 MHz PC with the OSL solver. The output is a matrix of pilots to flight assignments and aircrew to flight and seat assignments. This approach immediately yields a 10% improvement in average monthly readiness as compared to the ad hoc method and should be implemented as a methodology for scheduling monthly sorties.

Book excerpt: Crewmembers in United States Air Force Tactical Fighter Squadrons (TFS) accomplish a complex combination of flying and ground training to meet peacetime and wartime contingency tasking. Manual scheduling systems used today often result in crewmembers not accomplishing required training or receiving training in an inefficient manner. Flying $20 million supersonic aircraft the consequences can be expensive and fatal. The scheduling problem facing the TFS can be shown to be NP hard. A heuristic is presented which offers a solution to this scheduling problem. A series of transportation subproblems are solved using a primal network simplex code. At each stage, solutions are linked with previous solutions until a schedule is formed or no feasible solution can be found for the remaining jobs. A swap routine then attempts to find a feasible solution if one does not currently exist. The algorithm then continues into an improvement routine in an attempt to find a solution with an increased objective value. This approach was chosen due to a desire to develop a system fast enough to be interactive on a daily basis yet self contained at the squadron level. The results seem promising in providing a typical USAF TFS with training results superior to those accomplished currently.
