In the context of growing fear over Japan's increasing economic strength, revisionists argued that Japan represented a distinctive form of capitalism that was inherently closed to imports and that posed a threat to U.S. high-tech industries. Revisionists advocated a "managed trade" solution in which the Japanese government would be forced to set aside a share of the market for foreign goods. The author describes the role that various American academics, government officials, and business leaders played in developing revisionist thought. Revisionism was at its peak just as the Clinton administration came into office. The author uses extensive interviews with policy makers to trace the internal discussions inside the Clinton White House, which culminated in the adoption of revisionist policy and then to demands for "results-oriented" trade agreements during the Framework negotiations. This book details how Japan refused to accept these managed trade solutions, and fought to discredit revisionism and to rally global support against American unilateralism.

Book excerpt: This book examines, in rigorous, quantitative detail, the structure of trade between Japan and the United States, tracing the evolution of trade interdependence and the causes of its increasing intensity. It also looks at sectoral differences in interdependence--at the patterns behind changes in the composition of trade and the complex factors that determine how individual sectors of each economy respond to economic change in all the others. In the first part, the author designs and estimates a multicountry, multisectoral general equilibrium model. The model is operationalized with careful estimates of the parameters that govern demand, production, and trade in both economies. In the second part, the model is employed to explore various aspects of interdependence and commercial policy. Peter Petri's findings indicate, among other things, that the American and Japanese economies are more closely related than one might judge from the size of their trade. As a result of differences in the structures of the two economies, their interdependence is sharply asymmetric, with economic events in the United States having a greater impact on Japan than vice versa. The study also shows that the roots of bilateral conflict can be traced to structural causes, and suggests that recent structural changes may have increased the incentives for protectionism.

Krueger demonstrates the increasing reliance on bilateral and regional trading arrangements and shows the dangers of departures from multilateralism. Using examples from trading relationships with individual countries (especially Japan and Korea), she shows how the presence of third countries not covered by agreements, market forces, and unanticipated technological and economic events undermine the intended effects of many bilateral arrangements. Ms. Krueger analyzes the North American Free Trade Agreement, and its prospective enlargement to a Western Hemisphere free trade agreement, in light of its impact on the multilateral trading system. While such arrangements can be "GATT plus", they can also be GATT substitutes. The author outlines the ways in which the presence of regional arrangements can detract from the open multilateral trading system, especially at a time when the new World Trade Organization should be the focal point of energy and attention. Ms. Krueger concludes by summarizing the failures of bilateral approaches to achieving their objectives and calling for a renewed commitment to the open multilateral trading system.
