During my 9 years in the Senate, I have probably devoted more of my time to working with the problems of children than to any other issue. I have seen many ways in which public and private pro grams have helped children and many other ways in which they can and should help them. But as good as some of our public and private institutions can be - and we have some excellent schools and foster homes - it has become increasingly clear to me that there is just no substitute for a healthy family - nothing else that can give a child as much love, support, confidence, motivation or feelings of self-worth and self-respect.
