Available in PDF, EPUB and Kindle. Book excerpt: Just like we don't pay to use elevators, this book argues that we shouldn't pay to ride public transit. In an age of increasing inequalities and ecological crisis, movements advocating free public transit push us to rethink the status quo and consider urban transit as a fundamental human right. Editors Jason Prince and Judith Dellheim have collected a panorama of case studies from around the world: the United States, Canada, Estonia, Greece, France, Italy, Sweden, Poland, China, Australia, Brazil, Mexico, and more. These movements are spread across the world, and they aim to achieve two main outcomes-ecological good and fair wealth distribution. Free public transit-coupled with increased capacity and improving service of public transit-might well be the only viable strategy to eliminating car usage and achieving greenhouse gas targets in industrialized cities within a reasonable timeframe. Movements for free mass transit also aim to see public transit treated as a public good, like water and garbage service, that should be paid for out of general tax revenues or a fairer regional tax strategy. This book covers the rapidly changing transport options in cities today, including bike and car share options, Uber and Lyft, and the imminent arrival of driver-less vehicles. The first English-language book ever written on the subject, Free Public Transit is a ground breaking book for those concerned about the future of our cities and an essential resource for those who make, or try to change, urban planning and transport policies.

Available in PDF, EPUB and Kindle. Book excerpt: Urban transportation problems abound across America, including jammed highways during rush-hours, deteriorating bus service, and strong pressures to build new rail systems. Most solutions attempt either to increase transportation capacity (by building more roads and expanding mass transit) or to manage existing capacity (through HOV restrictions, exclusive bus lanes, and employer-based policies such as flexible work hours). This book develops an alternative solution to urban transportation problems based on economic analysis, but well aware of the political constraints on policymakers. The authors estimate that efficient pricing and service policies could save more than $10 billion in annual net benefits over current practices, but argue that powerful, entrenched political and institutional forces will continue to thwart efficient economic solutions to improve urban transportation. They believe, however, that some form of privatization would likely improve social welfare more than an efficient public sector system. Facing fewer operating restrictions, greater economic incentives, and stronger competitive pressures, private suppliers could substantially improve the efficiency of urban operations and offer services that are more responsive to the needs of all types of travelers. The authors conclude that policymakers have bestowed huge benefits on the public by allowing the private sector to play a leading and unencumbered role in the provision of intercity transportation. Public officials should take the next step and allow the private sector to play a leading role in the provision of urban transportation.

Book excerpt: With its unique features (presented in nine chapters grouped into five major parts), Automated Fare Collection System And Urban Public Transit: An Economic & Management Approach To Urban Transit Systems provides a wealth of resourceful information to everyone with interest in mass transit: Part I: Public Transportation, Urban Economy And Automation in Fare Collection Part II: Models of Transportation Pricing Part III: Transportation Research Methods And Models Part IV: Approaches And Trends in Urban Transit Ridership Part V: Epilogue In these parts of the book, Clifford N. Opurum reveals the impact of the automated fare collection system on mass transit and particularly, on the New York City rail rapid transit system. Various effective urban public transportation pricing techniques are presented. Transportation research methods and models including the alogit model and different approaches to transportation research analysis are featured. Alternative scenarios of cost-benefit analysis (CBA) are used extensively along with other feasibility studies strategies to determine the economic and social benefits of the automated fare collection system. The author concludes that as in the case of other industrial sectors, the financial health of the transit industry is very much dependent upon the level of transit patronage, and that automation in fare collection has further encouraged the later. Furthermore, he added that automated fare collection (AFC) is preferred over the mechanical system of fare collection and will make positive impact on both transit ridership and revenue, if efficiently operated. Finally, he stressed that society would be better off financially if the benefits of automation in transit fare collection are fully utilized, and that automation in fare collection has indeed influenced the travel pattern of most mass transit patrons.

Book excerpt: The Study was designed to survey and report on a variety of techniques for improving the utilization of the existing investment in transportation capital facilities. Concepts receiving primary attention were those directed toward reducing peak period transportation demand and/or increasing the carrying capacity of existing facilities. The idea was to identify and explore such low cost techniques, technologies, or management strategies with the hope that some would be found to serve as alternatives to increased investment in transportation capital facilties. A survey and analysis of twenty-one candidate techniques was performed to provide a balanced assessment of the promise of low cost alternatives.

Book excerpt: The purpose of this synthesis was to document the past and current experiences of public transit agencies that have planned, implemented, and operated fare-free transit systems. The report concentrates on public transit agencies that are either direct recipients or sub-recipients of federal transit grants and provide fare-free service to everyone in their service area on every mode they provide. The report will be of interest to transit managers and staffs, small urban and rural areas, university, and resort communities, as well as stakeholders and policy makers at all levels who would be interested in knowing the social benefits and macro impacts of providing affordable mobility through fare-free public transit. A review of the relevant literature was conducted for this effort. Reports provide statistics on changes in levels of ridership associated with fare-free service. White papers or agency reports identified by the topic panel or discovered through interviews with fare-free transit managers were also reviewed. Through topic panel input, Internet searches, listserv communications, and APTA and TRB sources, the first comprehensive listing of public transit agencies that provide fare-free service in the United States was identified. A selected survey of these identified public transit agencies yielded an 82% response rate (32/39). The report offers a look at policy and administrative issues through survey responses. Five case studies, achieved through interviews, represent the three types of communities that were found to be most likely to adopt a fare-free policy: rural and small urban, university dominated, and resort communities.

Book excerpt: The Global Street Design Guide is a timely resource that sets a global baseline for designing streets and public spaces and redefines the role of streets in a rapidly urbanizing world. The guide will broaden how to measure the success of urban streets to include: access, safety, mobility for all users, environmental quality, economic benefit, public health, and overall quality of life. The first-ever worldwide standards for designing city streets and prioritizing safety, pedestrians, transit, and sustainable mobility are presented in the guide. Participating experts from global cities have helped to develop the principles that organize the guide. The Global Street Design Guide builds off the successful tools and tactics defined in NACTO's Urban Street Design Guide and Urban Bikeway Design Guide while addressing a variety of street typologies and design elements found in various contexts around the world.
