The archipelago consists of around 6,500 islands, but only around 60 are inhabited. The population of Åland is 30,000, with the majority of the inhabitants speaking Swedish rather than Finnish. Åland has a special autonomous status within Finland, as it was demilitarized in 1856 and became a neutral zone in the aftermath of the Crimean War. The Åland Convention of 1921 granted the islands self-governance and recognition of their Swedish language and culture. Today, the economy of Åland is mainly based on shipping, tourism, and agriculture. The islands are known for their scenic beauty, charming towns, and outdoor recreational activities.

This island territory under Finland's sovereignty has been demilitarised and neutralised for more than one hundred and forty years and autonomous for more than seventy years. In 1921 the Council of the League of Nations laid down international guarantees for the autonomy and the Swedish character of Åland, and a multilateral convention on Åland's demilitarisation and neutralisation was concluded in the same year. The convention is still in force and Åland's autonomy is firmly anchored in both customary international law and Finnish constitutional law. This volume is the first to comprehensively analyse Åland's international legal status. Coverage of its articles includes: analyses of the status and content of Åland's autonomy, military issues, and the relationship between Åland and the EU. The solution achieved for Åland may provide a valuable model of autonomy. This book is important not only for experts and students of international law, but for anyone concerned with territorial autonomy as a possible means for enhancing political rights of minorities.

Book excerpt: Autonomy arrangements have gradually become more numerous, & different developments in respect of autonomy can be discerned in the fields of international & domestic law. The patterns of autonomy are quite disparate, but because various fields of law treat autonomy in different ways, it is fruitful to inquire into the applications of autonomy & to ask what autonomy as such implies. Autonomy is a multi-faceted phenomenon which on the one hand contains the issue of devolution or decentralization of law-making or other normative powers in the institutional fabric of the country without any minority protection component; on the other hand it may in addition contain an explicit minority protection component designed to offer special protection to minority groups in society. Especially in the latter sense, the issue of effective participation of a minority in the government is an important issue, & in this respect, there is a connection between autonomy & a general understanding of democracy.

Book excerpt: The Routledge Handbook of Comparative Territorial Autonomies affords a comprehensive, pioneering and interdisciplinary survey of this emerging field. Moving beyond traditionally narrower engagements with the subject, it combines approaches to comparative law and comparative politics to provide an authoritative guide to the principal theoretical and empirical topics in the area. Bringing together a team of cutting-edge scholars from different disciplines and continents, the volume illuminates the latest thinking and scholarship on comparative territorial autonomies. This Handbook is an authoritative, essential reference text for students, academics and researchers in its field. It will also be of key interest to those in the fields of comparative politics, comparative law, local/regional government, federalism, decentralisation and nationalism, as well as practitioners in think tanks, NGOs and international governmental organisations.

The People, Culture, Tradition, Activities. land is a province of Finland in the Baltic Sea, but its people are Swedish-speaking with more cultural and historical ties to Sweden than to Finland. Out of approximately 6,500 islands, 65 are inhabited with several connected through causeways and bridges. The rest are linked by ferries and private boats. Approximately 26,000 people live on land with the capital and only large settlement of Mariehamn being home to 11,000. Aland's special political status is twofold: (i) the demilitarization and neutralization mandated by international treaties leading the name "Islands of Peace" and (ii) Aland's autonomy from Finland and its special status within the European Union. I must admit, before landing in Finland I had never heard of the Aland Islands. That is the wonderful thing about travel, no matter how much you do it, there is always a destination you have never heard of. When I found out that we had to take an overnight ferry from Helsinki to reach the Aland Islands that intrigued me even more. Then I found out that most of the inhabitants speak Swedish and the islands are a demilitarised autonomous region and my interest in them soared
