EVM is a project mgmt. approach that provides objective reports of project status, produces early warning signs of impending schedule delays and cost overruns, and provides unbiased estimates of a program¿s total costs. This report: assesses FAA¿s policies for implementing EVM on its IT investments; evaluates whether the agency is adequately using these techniques to manage key IT acquisitions; and assesses the agency¿s efforts to oversee EVM compliance. GAO noted that: (1) modernization of the ATC system involves the acquisition of new equipment such as sophisticated radars, computers, and communications networks; (2) FAA has experienced substantial schedule delays and cost growth in modernizing the ATC system; (3) the impacts of delays in ATC modernization have delayed planned benefits, created a need for costly interim projects to sustain existing equipment, and decreased FAA credibility as a capable manager; (4) schedule and cost increases have occurred because FAA did not follow federal acquisition guidance aimed at reducing cost, schedule, and performance risks; (5) FAA has taken some positive steps to resolve cost and schedule problems, but it seldom uses quantitative or qualitative evidence of the ATC system to justify new investments; and (6) FAA can make significant progress in improving its acquisition process by following through with its planned improvements.

The 11 acquisitions that experienced cost increases account for over 60 percent of FAA's total acquisition costs ($11 billion of $17.7 billion) for the 30 programs. The 15 acquisitions that experienced schedule delays, of which 10 also had cost increases, ranged from 2 months to more than 14 years and averaged 48 months.

Automation and other functional areas such as communications, navigation, and surveillance are the main elements of FAA'S overall plan for modernizing the air traffic control system. The automation program, which began in the early 1980s, involves FAA'S acquisition of modern workstations and computers that process radar and flight data for controllers' use. Because of severe cost, schedule, and technical problems, FAA restructured the automation program in 1994. The Advanced Automation System (AAs) project, divided into 5 separate segments, was the centerpiece of the program before its 1994 restructuring. In 1983, FAA estimated the cost to develop AAS to be $2.5 billion and completion was scheduled for 1996. When International Business Machines (IBM) was awarded a development contract in 1988, after a 4-year design competition, FAA estimated the project would cost $4.8 billion and be completed in 1998. By 1994, when FAA restructured the automation program, FAA estimated the cost to develop AAS to be as much as $7.6 billion with completion as late as 2003.

However, components of the system are aging and are difficult and costly to maintain. FAA projects that it cannot meet projected traffic increases and make required safety and efficiency enhancements without replacing equipment. Since the early 1980s, FAA'S modernization efforts have experienced lengthy schedule delays and substantial cost overruns. Because of such problems, in 1994, FAA restructured its acquisition of the Advanced Automation System-the long-time centerpiece of its air traffic control modernization program-into more manageable segments. One of these segments is called the Standard Terminal Automation Replacement System (STARS) project. This project is expected to replace 15- to 25-year-old computers and related equipment used at FAA facilities that track aircraft in the airspace surrounding airports.' In September 1996, FAA contracted with Raytheon Corporation to develop, produce, and install STARS. Given FAA'S past schedule and cost problems and the significance of the STARS project, you asked us to examine FAA'S acquisition planning to date. Specifically, you asked us to determine to what extent (1) the schedule estimate for STARS is attainable and (2) cost estimates to make STARS operational are likely to change.
