Book excerpt: The Navy has put forth a new construct for its strike forces that enables more effective forward deterrence and rapid response. A key aspect of this construct is the need for flexible, adaptive command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) systems. To assist development of this capability, the Navy asked the NRC to examine C4ISR for carrier, expeditionary, and strike and missile defense strike groups, and for expeditionary strike forces. This report provides an assessment of C4ISR capabilities for each type of strike group; recommendations for C4ISR architecture for use in major combat operations; promising technology trends; and an examination of organizational improvements that can enable the recommended architecture.

It addresses current and emerging Spatial Vision Models and their application to the understanding, prediction and evaluation of the tasks of target detection and recognition. The discussion in many of the chapters is framed in terms of military targets and military vision aids. However, the techniques analyses and problems are by no means limited to this area of application. The detection and recognition of an armored vehicle from a reconnaissance image are performed by the same visual system used to detect and recognize a tumor in an X-ray. The analysis of the interaction of the human visual system with night vision devices is not different from the analysis needed in the case of an operator examining structures using a remote (endoscopic) camera, etc. The book is organized into three general sections. The first covers basic modeling of central (foveal) vision and its theoretical background. The second is centered on the evaluation of model performance in applications, while the third is dedicated to aspects of peripheral vision modeling and the expansion of peripheral modeling to include visual search.

Increased use of stealth technology is proposed by many to be the major element in efforts to enhance survivability for future systems. Others, however, suggest that the high cost and maintenance required of stealth technology make increased speed potentially more productive. To help address this issue, the Air Force asked the NRC to investigate combinations of speed and stealth that would provide U.S. aircraft with a high survival capability in the 2018 period, and to identify changes in R&D plans to enable such aircraft. This report presents a review of stealth technology development; a discussion of possible future missions and threats; an analysis of the technical feasibility for achieving various levels of stealth and different speeds by 2018 and of relevant near-term R&D needs and priorities; and observations about the utility of speed and stealth trade-offs against evolving threats.

Book excerpt: The U.S. Army Human Engineering Laboratory conducted a series of flight tests in 1972 (HELHAT I) and 1973 (HELHAT II) in which the low-level target acquisition performances of combat-trained OH-58 and AH-1 helicopter crewmen were measured. The stationary targets used were both ordnance and high-visibility box-type targets. This study contains all of the data gathered during these tests and also reports on the 25 performance variables measured for each of the 851 recorded target acquisitions. These variables were used to form the linear equations which were analyzed by the use of a step-wise multiple-regression technique in order to identify the variables contributing to stationary target acquisition performance. There were 831 acquisitions recorded during the low-level route reconnaissance flights flown at above the ground levels of 80 to approximately 400 feet and 20 acquisitions recorded during the six nap-of-the-earth 's' search reconnaissance flights flown at above the ground levels of 1 to approximately 40 feet.
